Description
Programme Manager will be responsible for managing Mission East's operation in Armenia, its projects, staff and partners in line with Mission East's organisational and country strategy, contractual obligations and commitments with partners, and in compliance with national law.

Responsibilities
Representation, Institutional Compliance and Partner Liaison:
- Liaise correctly and effectively with all local stakeholders, including donors, governmental agencies and NGOs, for excellent coordination and representation;
- Have Mission East Armenia's operations conform to the Armenian legislation and sector policies;
- Seek collaboration/ coordination with government programmes where needed;
- Hold effective negotiations and consensus-building discussions with internal and external stakeholders to ensure effective implementation of projects;
- Take responsibility for effective relationships with Mission East Armenia's national and international partners.

Project and Programme Management:
- Conduct day-to-day management of projects for timely and effective implementation of activities and realization of objectives, ensuring accountability on use of resources and sustainability of the effect of activities;
- Provide timely delivery of quality reporting to HQ for reporting to donors and external partners as per contract requirements;
- Conduct regular field visits, ensuring correct application of Mission East's policies across all projects and timely and effective implementation of project activities – by Mission East's volunteers, staff and partners;
- Undertake action to ensure effective enactment of Core Humanitarian Standards (CHS) and organizational commitments of Mission East global within Mission East Armenia's operation and supported projects;
- Contribute to the development of new project ideas, including doing needs assessment, writing concepts and narratives.

Staff Management:
- Line-manage volunteers, staff and project service contractors;
- Conduct staff performance appraisals and oversight of performance management;
- Participate in determination of ongoing and future staff requirements and recruitment processes, ensuring compliance with Mission East policy;
- Hold weekly staff meetings as well as need-based individual daily communications to manage task completion, project progress, challenges and opportunities, and to lead further coordination of the team's actions;
- Be a role model for colleagues and partners by encouraging their commitment to the projects, coaching them in critical thinking, and comprehending new and innovative ideas and quality requirements.

Budget Management:
- Monitor the monthly project expenditure-against-budget reports;
- Support the finance colleague with the budget projections as per HQ's request and with the design of new budgets for project proposals;
- Coordinate communication between finance and (potential) implementing partners in developing their project budgets and reports;
- Ensure that projects are implemented according to their budgets and any budget adjustment is made with prior approval of line management and project stakeholders;
- Strictly follow Mission East's financial and procurement policies and procedures and assure meeting donor requirements as per contracts.

Other Functions:
- Facilitate hosting of Mission East's guests and visits of (foreign) stakeholders/ donors;
- Support Mission East's communication and fundraising efforts;
- Perform other functions related to project and programme management, organizational development and security policy, as assigned by line manager, being Mission East's head quarter's Programme Manager for Armenia, based in Brussels.

RequiredQualifications
- Degree level or higher in a relevant discipline;
- At least 10 years of experience in:
a) Programme management in the field of inclusion, disability rights, civil society and/ or community development;
b) Project cycle management and budget management;
c) Team leadership and capacity building;
d) Working effectively with national and local level government, NGOs and INGOs and other international stakeholders and donors.

Competencies:
- Practical hands-on mentality in detailed project and programme management;
- Leadership and decision-making capability;
- Ability to process organizational policy and translate these into practical consequences for Mission East Armenia;
- Excellent interpersonal, verbal and written communication and presentation skills;
- Team management skills, ability to inspire, delegate, follow-up, supervise and support;
- Fluency in spoken and written Armenian and English languages;
- Proficiency in MS Excel and Word;
- Commitment to Mission East's organisational values and CHS standards.
