Description
1. Assignment
Save the Children Country Office in Armenia, as part of its "Community Based Services for Children with Disabilities" project, is seeking the services of a qualified independent research company and or individuals to carry out a mid-term review for this project. The objective is to gather relevant mid-line data for key project indicators described under the Services section 5. This ToR sets out the expectations for Midterm Review indicators.

2. Background
"Community Based Services for Children with Disabilities" is a three-year project funded by the Save the Children USA (Margaret Cargill Philanthropy) MACP.
The overall purpose of the project is to establish 10 high-quality childcare centres in five countries in Eurasia that provide opportunities for rehabilitation and integration for children with disabilities, through early detection, individual rehabilitation, and holistic guidance and support services for family members. There are three main components of the project: 1) Provision of direct services for children with disabilities, 2) Supporting families of children with disabilities so that they can advocate for their children, and 3) Increase capacity of relevant government authorities.

3. Objective
The objective of the Terms of Reference (ToR) is to deliver the Midterm Review (MTR) of the Community Based Cervices for Children with Disabilities regional project implemented by SC Armenia with the support of local partners. The project started on 1st of January 2016 and is in its second year of implementation. In line with the project proposal, this MTR process were initiated before the submission of the second Project Implementation Report (PIR). The MTR will assess progress towards the achievement of the project objectives and outcomes as specified in the Project Proposal and MEAL plan. It will assess early signs of project success or failure with the goal of identifying the necessary changes to be made in order to set the project on-track to achieve its intended results. The MTR will also review the project's risks to sustainability.

4. Scope of Work
The MTR team will assess the following three categories of project progress: 1. Progress towards Results, 2. Project Implementation and Management, and 3. Sustainability. The Service provider will be contracted for a total assignment of 35 working days.

5. Description of the Services
The following services are to be provided:

5.1 Evaluation of Progress towards Results
Review the outcome indicators against progress made towards the end-of-project targets using the Outcome Indicators Tracking Tool and Beneficiary Count Tool for 2016. Complete the mentioned tools reviewing the following indicators:
1. % of services (developmental therapy, occupational sessions, psychological counselling etc.) which met internally developed quality standards – Measurement is available and will be provided by SC staff.
2. % increase in newly registered children with disability in inclusive (secondary as well as vocational) education institutions in targeted regions
3. % of children with disabilities who reported higher level of social inclusion and independence trough an increased knowledge of life skills
4. # of operational centres developed / renovated
5. # of children benefited from those centres
6. % of parents/caregivers who are satisfied with the quality of the support they received from SC
7. % of Save the Children supported families that demonstrate improvement in practices to become resilient and able to facilitate their children's physical, social and educational development
8. % of Save the Children supported families that demonstrate improvement in practices to advocate for the rights of their CWD for education, health and social inclusion
9. % knowledge increase of service providers who have received specialized training by Save the Children on the needs and functionality of children with disability, developing individual, family, school and community programs that support the development of CWD - Measurement is available and will be provided by SC staff
In addition to the progress towards outcomes analysis should add also:
• Present a section on implementation, covering accomplishments and lessons learned,
• Identify remaining barriers to achieving the project objective in the remainder of the project.
Note: The specific methods for collected the data for each of mentioned indicator is attached to this document.
Note: The tools for measuring the mentioned indicators have been developed in advance and will be provided to the MTR team accordingly.
5.2 Evaluation of Project Implementation and Management
Management Arrangements:
• Review overall effectiveness of project management as outlined in the Project Document. Have changes been made and are they effective? Are responsibilities and reporting lines clear? Is decision-making transparent and undertaken in a timely manner? Recommend areas for improvement.
• Review the quality of execution of the Implementing Partner(s) and recommend areas for improvement.
Work Planning:
• Review any delays in project start-up and implementation, identify the causes and examine if they have been resolved.
• Are work-planning processes results-based? If not, suggest ways to re-orientate work planning to focus on results?
Finance and co-finance:
• Consider the financial management of the project, with specific reference to the cost-effectiveness of interventions.
• Does the project have the appropriate financial controls, including reporting and planning, that allow management to make informed decisions regarding the budget and allow for timely flow of funds?
Stakeholder Engagement:
• Project management: Has the project developed and leveraged the necessary and appropriate partnerships with direct and tangential stakeholders?
• Participation and country-driven processes: Do local and national government stakeholders support the objectives of the project? Do they continue to have an active role in project decision-making that supports efficient and effective project implementation?
• Participation and public awareness: To what extent has stakeholder involvement and public awareness contributed to the progress towards achievement of project objectives?

RequiredQualifications
-Master degree in Social Sciences, or related fields for key research staff
-Extensive experience in conducting qualitative and quantitative research, previous experience in conducting mid-term review of projects, especially related to issues of children with disabilities would be a strong asset
-Proven knowledge and experience in data analysis and presentation of data
-Excellent verbal and written communication skills in Armenian and English languages
