OxYGen is a Foundation, founded by Oxfam GB as Oxfam spin off local organization. OxYGen is operating since 2015.
OxYGen positions itself as an alternative voice based on its grassroots experience and work with poor communities, through its replicable and sustainable models for translating it up to the national level.
Youth is one of the strategic areas for OxYGen Foundation striving for building youth employability, ensuring your participation at all levels, and advocating for youth rights
"Youth UP4 change: better skills for successful transition" is EU-funded regional project for Armenia, Georgia and Ukraine. The project's lead partner is Save the Children Netherlands. The purpose of this project is to address youth issues through employability, entrepreneurial potential and skills development in the market, and advocacy for coherent and cross-sectoral youth policies at local, regional and national levels.
Duration
The Program Coordinator is contracted for "Youth UP 4 change: better skills for successful transition" project for the period of 10 months with possible extension.
Reporting lines
Youth Program Coordinator will report directly to OxYGen Foundation's Executive Director.
Youth Program Coordinator will supervise the work of Youth Program Officer and other staff under the project.
Responsibilities
-Key Responsibilities
-The Youth Program Coordinator (YPC) will be responsible for overall implementation of the youth program of OxYGen Foundation. In the frame of specific, "Youth UP 4 change: better skills for successful transition" YPC will be responsible for overall management of the project.
-The PC will be responsible for overall management, supervision and coordination of Oxygen youth program, partnership, ensuring compliance with donor and partner requirements, timely and quality reporting to the lead applicant/partner; representing OxYGen and liaise with project stakeholders, coordination of OxYGen project activities.
-Key tasks:
-Project planning
-Develop and keep up to date detailed implementation plan of the project,
-Plan detailed activity timeline,
-Plan project expenditures according to the project budget,
-Develop project stakeholder engagement plan,
-Develop project procurement plan,
-In partnership with lead partner design project advocacy plan,
-Facilitate recruitment process of project consultants based on OxYGen Foundation's and donor procurement policies,
-Based on needs assessment conducted by the project partners design capacity building activities for project beneficiaries in partnership with recruited consultants
-Together with Youth program staff plan staff development plans
-In accordance with participants' learning evaluation framework design mechanisms for data gathering
-Plan enlargement progress of Youth Organization Union.

-Overall execution of the OxYGen Foundation's part of Youth UP 4 change: better skills for successful transition" project,
-Assure integration between activities conducted by OxYGen foundation and other partners within the project,
-In cooperation with Financial Manager assure effective and efficient expenditures of within project budget according to donor requirements,
-Assure engagement of relevant stakeholders in project implementation,
-Provide support and capacity building to Youth Program staff whenever necessary to assure timely execution of Youth program staff's tasks,
-Manage contracts and meeting timelines for deliverables by project consultants,
-In cooperation with project partners and OxYGen Foundation senior management assure reaching project's advocacy targets,
-Facilitate development of Youth Organizations Union,
-Develop synergies with other programs of OxYGen Foundation.

-Monitoring and reporting
-Conduct overall monitoring of project implementation and progress,
-Monitor expenditures versus planned budget,
-Monitor project effectiveness and efficiency,
-Monitor staff performance versus set objectives and job descriptions,
-Evaluate consultants performance and the effectiveness of training programs delivered and provide recommendations for improvement if applicable,
-In cooperation with project staff develop monthly programmatic and financial progress reports to donor,
-Provide input and support to lead partner for preparation of interim and final reports to project donor.
-Coordination with the Lead partner
-YPC will be responsible for working in close partnership and coordination of activities with the Armenian Representative office of Save the Children International.
RequiredQualifications
-3 to 5 years' experience in programme management positions
-Proven skills and experience in advocacy and policy dialogue at national and local levels,
-Excellent skills in design and evaluation of capacity building activities, especially through non-formal education activities,
-Solid background, good understanding and experience in Youth Field
-Good knowledge of youth issues in Armenia, especially in rural context,
-Excellent knowledge of Armenian and English language,
-Fluency with Microsoft Office package, knowledge of online IT tools for is a plus,
-Experience of developing skills of beneficiaries for labour market is an advantage
-Experience of developing entrepreneurship is an advantage
-Knowledge of coaching and/or mentoring methodology is an advantage
