Responsibilities

Under the overall supervision of the UNDP Climate Change Programme Coordinator and direct supervision of the UNDP-GCF Project Manager, the Policy De-risking Task Leader will be responsible for co-ordination and execution of the Component 2 of the Project. 

The policy de-risking Task Leader will support the on-going legal reform in the field of energy efficiency as well as aid the national, sub-national and local authorities in adopting and implementing an enabling policy framework for energy efficiency retrofits. His/her contribution to de-risking of investment environment in retrofit finance will involve supporting the development of instruments that directly and indirectly stimulate investment and address risks for public and private investment in energy efficiency. The Task leader will also support operationalization of a gradual introduction of binding legislation on energy auditing, energy passports / certificates and labelling for existing buildings. The task leader will build on top of the results achieved by UNDP-implemented, GEF-financed ‘Improving Energy Efficiency in Buildings’, by overseeing the implementation of:

  • Policy de-risking tools - includes the modernization and enforcement of mandatory energy efficiency and energy performance standards for retrofitted buildings, energy labeling systems as well as monitoring and enforcement of associated building construction codes, norms and standards.
  • Secondary legislation development and implementation of a clear and effective set of functional models and a set of standard rules for all multi-apartment building management bodies to undertake:
    1. energy efficiency retrofits;
    2. implementation of existing legislation and  secondary legislation that will assist management of energy efficiency building retrofits for different types of building;
    3. Develop assistance programs to residents and common-share building organizations on collective decision-making on the complex issues of energy efficiency retrofit investment.
  • Market de-risking tools development (removing technical and capacity barriers) – includes technical assistance to selected market players, such as building owners / managers / owner associations and local government, in order to help identify, develop and aggregate technically and financially feasible energy efficiency retrofit projects.

The Task Leader will be responsible for establishing and implementing monitoring plan and quarterly reporting on the results of the Project’s Component 2 in line with the UNDP-GCF Project Result Framework.

The daily responsibilities of the Task Leader will include, but will not be limited to:

  • Supervising and coordinating the work of subcontracted individuals and legal entities;
  • Assuming primary responsibility for the daily management of both organizational and substantive matters, budgeting, planning and general monitoring of the Component 2 of the Project;
  • Preparing and regularly updating/revising detailed annual work plan for Component 2;
  • Preparing terms of reference for national consultants and subcontractors in line with relevant national and UNDP procedures;
  • Providing substantive contribution to the preparation of the annual project report (APR), Project implementation report (PIR) as well as any other reports requested by the GCF or UNDP as far as they relate to project results and activities under Component 2 (See Annex I);
  • Monitoring the expenditures, commitments and balance of funds under the project budget lines under Component 2;
  • Liaising with various UNDP-GCF project partners, including national and international financial institutions (EIB), municipalities, governmental agencies and other stakeholders. He/she will supervise and coordinate (with other Project’s components) implementation of the Component 2 of the project, i.e. modernization and enforcement of mandatory energy performance and energy efficiency standards for retrofitted buildings, energy labeling systems as well as monitoring and enforcement of associated building construction codes, norms and standards;
  • Assuming overall responsibility for meeting financial delivery targets set out in the agreed annual work plans, reporting on project funds and related record keeping under Component 2 of the project;
  • Guiding and coordinating the work of national and international consultants and subcontractors and oversee its compliance with the agreed work plan;
  • Organizing and supervising workshops and trainings needed for successful delivery of the Component 2 outputs;
  • Liaising with relevant ministries, national institutes, financial organizations and other relevant institutions in order to involve their staff in activities as necessary and gather and disseminate in-formation relevant to the Project;
  • Ensuring close coordination of Component 2 activities with those under other Project components, as well as coordinate project activities with other relevant technical and financial assistance projects\programs in Armenia;
  • Undertaking any other actions as requested by the Project Manager, UNDP or the National Project Coordinator.

Required Skills and Experience

Skills

  • Strong interpersonal, communication and analytical skills;
  • Ability to take decisions, establish and maintain effective work relationships with people of different social and cultural backgrounds;
  • Proven ability to work under time pressure and handle multiple activities and tasks concurrently;
  • Proven knowledge of communication tools, excellent writing skills, track record with producing high quality research/analytical reports and papers;
  • Ability to work independently and to participate effectively in a team-based information sharing.

Education: PhD or Master’s Degree in law, political science, economics or related fields.

Experience: At least 10 years of experience in policy formulation (energy, buildings sector or relevant).At least 7 years of professional work experience providing policy advice and program support in the general area of sustainable energy and building sector, in different development contexts, of which 3 years in developing primary and/secondary legislation in the energy sector in Armenia.Proven experience in managing similarly complex policy initiatives.  

Languages: Excellent knowledge of Armenian and English. Ability to review, prepare and present technical reports and make oral presentations, both in Armenian and English

Computer Skills: Good knowledge of computer software (MS Office, and task relevant specific software).
