Description
The incumbent will be responsible for the overall coordination of the PRPD Project and for providing advice and expertise for "Promotion and Protection of Human Rights in Armenia" Project.
Under supervision of UNDP Democratic Governance Programme Analyst, the incumbent will:
- Develop, plan and coordinate the implementation of the PRPD Project and be responsible for its successful implementation;
- Support the Human Rights Project team with top quality expertise in the assigned areas of responsibility, including components on combating torture and ill-treatment, anti-discrimination and implementation of the Human Rights Action Plan;
- Support resource mobilization in human rights sector.

Responsibilities
Strategic Planning, Coordination and Expertise:
- Lead, supervise and monitor the PRPD project implementation process;
- Ensure the efficient operation of the PRPD Project Unit, including supervision of the project staff, national and international consultants;
- Ensure the development and efficient implementation of activities, as per the PRPD Project Document, act flexibly to adjust to implementing realities;
- Manage the PRPD Project budget ensuring financial delivery;
- Liaise with the government, civil society organizations, international partners etc. to ensure participatory approach for the development and implementation of PRPD project activities;
- Develop critical partnerships and networks for the specific thematic areas; participate in the activities of intergovernmental or other coordinating bodies;
- Develop and submit reports to the implementing and responsible partners, UNDP/ UN, and funding organizations on the financial and operational status of the PRPD Project;
- Act as PRPD Project assets custodian and ensure that the project assets are properly inventoried and reported to UNDP;
- Support the Human Rights Project team with top quality expertise in the assigned areas of responsibility including components on combatting torture and ill-treatment, anti-discrimination and implementation of the Human Rights Action Plan;
- Provide quality advisory services for UNDP/ UN interventions in human rights sector and contribute to development of policy options for UNDP/ UN interventions in collaboration with Government and other partners in relevant sectors of the Human Rights Project;
- Support facilitation of dialogue between the Government, the Human Rights Defender and civil society on human rights, including for the preparation, implementation and monitoring of the Human Rights Action Plan and the reporting.

Resource Mobilization on Human Rights:
- Contribute to strategic planning, developing of new programme areas and creative responses to emerging challenges and opportunities in the field of human rights;
- Identify catalytic areas for UNDP/ UN work in the areas of human rights and development; provide technical expertise on the formulation of project strategies and proposals in the related fields;
- Develop new project proposals and identify respective funding sources to ensure continuity of UNDP/ UN activities in the area of human rights;
- Liaise closely with UNDP's/ UN's global and regional human rights advisors to ensure that Armenia is at the cutting edge of thinking in advancing protection of human rights, inequalities, etc.

Support UNDP/ UN in Human Rights:
- Brief senior UN officials on the human rights situation in Armenia as relevant;
- In coordination with the Office of the Resident Coordinator and the UNDAF Results Groups provide inputs and support in reporting on outcomes and outputs in the UN Development Assistance Framework 2016-2020 that relate to human rights accountability;
- Contribute to the preparation of the office collective products, including policy papers, corporate planning and reporting tools, resource mobilization and advocacy materials, innovative and creative initiatives, blogs, interviews etc.;
- Provide knowledge-driven policy advice and services to UNDP/ UN and the Government in the related practice areas.

Coordination:
- Support the inter-agency coordination on human rights, including functioning of the UN Working Group on Human Rights, especially by facilitating meetings, preparing agendas and minutes;
- Support the organization of and participate in donor coordination meetings focusing on human rights issues, including thematic groups on democratic governance and gender;
- Participate in and contribute to the work of SDGs relevant working groups and support enhancement of SDGs and HR frameworks.

Communication and Advocacy:
- Support the efforts of the UN Communication Group in raising public awareness about the UN's work in the area of human rights by contributing to writing of outreach materials and planning of events;
- Advocate with partners about human rights-related issues on the basis of relevant international norms, standards, conventions, treaties and instruments;
- Contribute to developing ideas for creative advocacy and communication campaigns on human rights and gender issues;
- Undertake any other responsibilities as may be assigned in relation to this position.

RequiredQualifications
- Advanced university degree in Human Rights, International Affairs, Development Studies, Political Science, or a related field.
- Fluency in English and Armenian languages.
- At least 7 years of relevant experience at the national or international level in project management and implementation. Hands-on experience in design, monitoring and evaluation of development projects;
- At least 5 years of previous experience in human rights sector. Excellent knowledge of human rights situation in the country, developments and trends, related legal and institutional framework, etc.;
- Experience of working in a fast-paced office environment, including working and negotiating with government authorities and international organizations;
- Experience in development of analytical documents, briefs and policy recommendations/ papers;
- Familiarity with the UN in general and UNDP procedures in particular and/ or previous experience with the UN is an asset.
- Proven knowledge and experience in projects related to the rights of persons with disabilities;
- Knowledge and understanding of the global trends in disability assessment, determination and service provision; knowledge of the International Classification of Functioning is a strong asset.
- Strong managerial skills, proven ability to work under time pressure and handle multiple activities and tasks concurrently;
- Excellent analytical skills, with a strong track record of writing proposals and conceptualizing project activities in line with human rights based approaches and taking into account gender considerations and implications;
- Strong interpersonal skills, ability to establish and maintain effective work relationships with people of different social and cultural background;
- Excellent team working skills; aptitude in consulting and involving others, as well as building trust among others. Ability to create an environment that fosters innovation and innovative thinking;
- Ability to deliver and reach the planned targets without undermining proper operational processes;
- Creativity, flexibility and an innovative approach to problem solving. Ability to identify new and innovative approaches and promote their use in project activities;
- Good computer literacy, knowledge of MS office software and web based applications.
