Background Information
Early Childhood Development (ECD) and preschool education are among priority areas of Save the Children intervention across the globe. In Armenia also, Save the Children is well known for its commitment to improving access, quality and accessibility of ECD services as well as supporting Government of Armenia in improving and implementing national policy agenda.
In early 2017 Save the Children in Armenia conducted a nation-wide assessment on access of children, including most vulnerable children to preschool education services. The assessment's findings have demonstrated low access to ECD and preschool education services due to unavailability of ECD facilities especially in rural community or insufficient quality of services from one side and high demand for these services from parents/caregivers from the other side.
Objective
To explore alternative models and propose scenarios for ECD and preschool education services for Armenia, diversified by type of community and size of population, which are cost-effective, sustainable and correspond to international quality standards. The proposed models along with financial analysis will be presented to the Ministry of Territorial Administration and Development for further consideration and establishment of ECD services in light of ongoing reforms.
Responsibilities
-Specific Tasks and deliverables:
-The Consultant is expected to carry out the following tasks in consultation with Save the Children Education and Youth Expert:
- Conduct desk review and study internationally existing models of ECD and preschool education services.
- Analyze information and propose scenarios/models of alternative ECD and preschool education services diversified based on community type (urban, rural), community size, number of kindergarten/preschool age children in community, types of services, etc.
- Perform financial analysis for each proposed scenario/model of ECD and preschool education services, which later will be used for feasibility study for various groups of communities.
- Prepare a report on proposed ECD and preschool education services models and possible scenarios to include all of the above.

RequiredQualifications
-Master Degree in finance/social sciences/community development
-Record of similar research and analytical assignments (sample reports are highly welcomed)
-Good knowledge of community budget management legislation and practice in Armenia
-Excellent writing skills in Armenian
-Sound knowledge of English
