Responsibilities
Specific Tasks and deliverables:
- The Consultant is expected to carry out the following tasks in consultation with Save the Children Education and Youth Expert
- Conduct desk review and study internationally existing models of ECD and preschool education services
- Analyze information and propose scenarios/models of alternative ECD and preschool education services diversified based on community type (urban, rural), community size, number of kindergarten/preschool age children in community, types of services, etc.
- Perform financial analysis for each proposed scenario/model of ECD and preschool education services, which later will be used for feasibility study for various groups of communities
- Prepare a report on proposed ECD and preschool education services models and possible scenarios to include all of the above
RequiredQualifications
- Master Degree in finance/social sciences/community development
- Record of similar research and analytical assignments (sample reports are highly welcomed)
- Good knowledge of community budget management legislation and practice in Armenia
- Excellent writing skills in Armenian
- Sound knowledge of English
