Description
The Economist will help the Ministry of Economic Development and Investments to strengthen the economic research center (established in 2016) and to design and implement an economic research program to support, among other objectives, the Government's industrial and innovation policies. The research program is expected to include an analysis of international trade data (volumes and prices) of Armenia's product competitiveness based on revealed comparative advantage (e.g., product space analysis), and an industrial diagnosis that maps the local and global industrial landscape. The Economist will also seek strategic partnerships with international research centers for joint research programs.
The Economist, jointly with ERC, is expected to carry out a research project, and prepare a research paper. Research topics are derived from ERC work program and are related to Armenia's export performance and potential. Research paper should be published in a peer-reviewed journal.
The Economist will report to the ADB and to the Ministry of Economic Development and Investments.
Responsibilities
- Draft and prepare a research paper*;
- Draft the new economic research program** that will support, among other objectives, the Government's industrial and innovation policies.The research program is expected to support analysis of international trade data (volumes and prices), of Armenia's product competitiveness based on revealed comparative advantage (e.g., product space analysis), and to map the local and global industrial landscape;
- Advise the Ministry of Economic Development and Investments on the purchase of software and databases relevant for its economic research program;
- In cooperation with the innovation policy expert, the Economist will be responsible for a study to assess the feasibility of Government support to existing initiatives in Armenia that promote development of innovation-oriented human capital (e.g., the Tumo Center for Creative Technologies). In cooperation with the innovation policy expert, the Economist will identify valid control groups that can be used to contrast the potential of young people who have benefited from the Tumo program with young people from equivalent demographic groups who have not. Organize data collection, including through surveys, lead data gathering activities, analyze the data and support the innovation policy expert in producing the final assessment report;
- Conduct consultations with the Ministry of Economic Development and Investments, research institutions, and other stakeholders;
- Seek strategic partnerships with international research centers for joint research programs;
- Provide succinct progress reports every month.
* The research paper will provide an in-depth review of export performance and export structure at the commodity level disaggregated by destination country. The research paper will analyze and evaluate determinants of export performance and dynamics, estimate export potential and prospects using econometric and structural models.
** The economic research program should be described in a document. Its main text should follow the outline provided and be limited to 20 pages. The program should be written in English language and professionally edited to become clear, consistent, comprehensible, and accessible to users. The program should also be translated into Armenian language.
RequiredQualifications
- Doctorate in Economics, or a relevant discipline; experience in industrial organization;
- At least 8 years of practical experience in conducting (and publishing in scientific journals) economic research relevant to Armenia's current challenges;
- Demonstrated capacity to analyze economic problems, and to support high-level government officials in the definition of economic policies;
- Good presentation and writing skills and excellent English language skills.
