Responsibilities
The YES expert will perform the following tasks:
- Study the best international practice in the field
- Study the core challenges in VET system development in Armenia
- Develop a policy paper with options to improve the quality of VET and the actions to be implemented
- Develop a schedule for the actions' implementation
- Follow up on the implementation of selected actions In performing the above-mentioned tasks, the Young Expert will have the following responsibilities:
- With support of the Project Leader (e.g. Prime Minister's Adviser on education) and the YES Armenia Programme Manager, develop a detailed work plan with deliverables and outcomes for the project "Developing a New Strategy and Concept for the Vocational Education and Training (VET)" (hereafter project) implementation
- Review the project deliverable, outcomes, and schedule with senior management of a ministry /agency and all relevant stakeholders
- Establish a communication schedule to update stakeholders
- Execute the project according to the project plan
- Develop forms, records, and files to document project activities and information collected
- Monitor the progress of the project and make adjustments as necessary to ensure the successful completion of the project
- Write reports on the project for management and other stakeholders
- Ensure that the project outcomes and deliverables are on time (in line with the work plan) and of the proper quality level
- Perform other tasks assigned by the supervisor

RequiredQualifications

- Master's Degree in Education (Management), Public Administration, Project Management, Business Administration or other related area Experience and knowledge
- At least 2 years of work experience in VET, Higher Education, Public Administration, Project Management (preferably in VET field), Business Administration or other related area
- Knowledge of Project Management basics Skills:
- Ability to write reports, develop work plans and other documentation
- Critical thinking ability and problem solving mindset
- Effective communication skills, including ability to work with high level officials and presentation skills both oral and in writing
- Good time management and prioritizing, organizing skills
- Good researching and drafting skills
- Good computer skills including spreadsheets, word processing, e-mail, internet
- Good knowledge of Armenian and English Eligibility:
- Be young Armenian citizen and/or Armenian living in Diaspora between the age of 25 and 35 (in exceptional cases the age limit can be reviewed)
- Applicants shall have fulfilled any obligation concerning military service according to applicable laws of countries of citizenship or give assurances to the effect that they will not be called up during their traineeship
- Have no criminal record which has not been removed or cleared by the prescribed procedure
