Description
The Project Coordinator (PC) will be responsible for coordination and oversight of Inclusive Disaster Risk Reduction (IDRR) Project .
The project is funded by EU DIPECHO and will be implemented in partnership with OxYGen Foundation. The project aims to ensure that national DRR policies and systems in Armenia and Georgia are resilient, inclusive and child-centered through strengthening of National Disaster Risk Management framework and expertise to support systemic and sustainable integration of inclusive, child-centered DRR capacity from national to community level. Under the leadership of the CO Team Leader PC will work closely with partner organizations to ensure productive collaboration and successful implementation of the project. S/he will be responsible for assuring the high quality of project meanwhile adherence to Save the Children International's policies and procedures. The incumbent will be responsible for maintaining collaborative working relationships with all parties involved in the implementation including state national and local authorities, service providers, parents and children ensure smooth coordination of project's interventions.

Responsibilities
-Provide oversight and coordination for all programmatic activities in the project sites; liaise with local, province and state authorities and other implementing partners on regular basis
-Act as budget holder for the project; forecast projects' expenditures on monthly basis and ensure timely and accurate spending of the project budget; ensure that expenses are reasonable, allowable and allocable. The incumbent holds accountability for the proportion of variance between planned and actual spending of the budget, with exception of budget modifications agreed upon and approved, as necessary, in advance. Work closely with the procurement staff to ensure timely procurement of good and services for projects' related activities
-Develop schedules for project implementation, including the breakdown of activities by months. Oversee the implementation of the projects in each targeted community. Liaise with communities and local authorities on a day-to-day basis and provide on-going assistance throughout the implementation period
-Ensure timely and due quality deliverables as per the project design document
-Ensure effective monitoring of the projects, submit timely reports and bring problematic issues to the attention of the senior staff. When requested, provide any other assistance that may enhance the impact or effectiveness of the on-going projects
-Work closely with Education and Youth Expert to ensure integration of inclusive and child-centered DRR into education and other relevant policies and procedures
-Work with the CO Communications and PR Coordinator to prepare press releases and other information materials. Provide evidence from the field and ensure good coverage of the program activities in SCI's information materials
-Ensure effective networking and coordination with the Ministry of Emergency Situations, Ministry of Education and Science, DRR National Platform, DIPECHO partners and other organizations, including UN agencies, international and local NGOs
-Serve as a backup person to DRR and Emergency Response Focal point, representing Save the Children at different meetings and event related to DRR and Disaster Management Country Team
-Perform other program related tasks assigned by the supervisor

RequiredQualifications
-Degree from a recognized institute in education, social sciences or other
-At least 3-5 -year experience in project management/coordination, particularly in international organization
-At least 3-5-year experience working in DRR projects
-Strong knowledge in the field of DRR, including international and national practices
-Be familiar with existing DRR legal framework, national policies and procedures
-Previous experience working with EU projects, specifically DIPECHO is an asset
-Experience with community-based projects and work with national and province authorities is a plus
-Excellent analytical and organizational skills. Demonstrated coordination and financial oversight skills
-High level of maturity, responsibility and accountability. Sound judgment and attention to details
-Excellent interpersonal and leadership skills, including patience, diplomacy, willingness to listen and respect for colleagues. Must be capable of working both individually and as part of a team
-Ability to work effectively in a fast-paced environment. Must be flexible and willing to work irregular hours
-Fluency in written and spoken Armenian and English. Sound presentation skills
-Ability to develop content rich quality periodic reports to donors is mandatory
