Description
National Tuberculosis Control Centre NCSO is looking for a qualified Financial Management Consultant who will be responsible for providing the needed technical assistance to the Organization in establishment of effective financial management and accounting systems, and carry out capacity building of the National Tuberculosis Control Centre financial management and accounting staff.
Responsibilities
Job responsibilities include, but are not limited to the following:
- Provide assistance in financial and budget planning;
- Provide assistance in preparation of financial statements and reports;
- Provide assistance in preparation of the annual financial statements for the internal audit and coordinate the audit arrangements and cooperate with the auditors;
- Provide assistance in maintaining accounting system in accordance with the generally accepted accounting principles and practices of the Republic of Armenia and local legislation for auditing by independent auditors;
- Provide assistance in developing and maintaining financial planning and accounting system, including selection of an appropriate accounting software;
- Review Company financial reports and seek ways to reduce costs;
- Help management make financial decisions;
- Participate in the preparation of annual working plan, including funds from the grants;
- Submit proposals to the Director of National TB Control Centre on professional training, applying incentives and disciplinary reprimands with respect to the Department's staff;
- Provide recommendations and performance measures to strategically enhance financial performance;
- Perform other tasks assigned by the Director of National Tuberculosis Control Centre.
RequiredQualifications
- University degree in Finance, Accounting and Audit or Business Administration;
- Any level of ACCA qualification is a plus;
- At least 5 years of experience in managerial positions;
- Excellent skills in financial planning and analysis;
- Good knowledge of Armenian and international accounting standards;
- Good knowledge of State procurement requirements and procedures;
- Professional communications skills to communicate with all executive levels involving a number of organizations and high level officials;
- Excellent networking and negotiation skills to develop good working relationships within the Ministry of Health and different players;
- Excellent written and verbal communication skills in Armenian language;
- Good knowledge of English and Russian languages;
- Ability to think strategically, organize, plan and prioritize work to achieve results;
- Proficiency in MS Office; excellent skills in Excel;
- Flexibility; ability to work independently and under pressure;
- Analytical thinking skills; commitment to work and a sense of responsibility.
