Description
The incumbent will assist to the Central Harmonization Unit of the Armenian Ministry of Finance in elaboration of methodology and relevant regulations (legal acts) on External Assessment for Internal Audit (see the detailed description in the file attached below).

Responsibilities
The main tasks of the incumbent will be assistance to the Ministry of Finance in following:
- Carry out study of international good practice of external assessment in the field of internal audit in public sector: desk-study of international standards, regulations, practical cases in other countries;
- Review the relevant legal framework on External Assessment of Internal Audit in Armenia: desk-study of all legal acts regulating Internal Audit in public sector of Armenia;
- Review currently used practice on External Assessment of Internal Audit: interviews and round-table discussions with Internal Auditors and CHU, data collection via check-lists, etc.;
- Based on results of above-mentioned tasks, responsible for elaboration and proposal of a model/(s) of External Assessment of IA, which will be applicable for Armenian public sector;
- Jointly with CHU circulation, responsible for discussion of the proposed model, review and finalization of it;
- Responsible for drafting of relevant legal acts on application of the agreed model on External Assessment of Internal Audit.

RequiredQualifications
- At least a master's degree in Public Finance, Accounting, Economics or other related field or at least 10 years of equivalent work experience;
- Strong experience in public sector internal auditing; experience in drafting methodologies and regulations;
- Active engagement in Public Internal Financial Control reforms in central government level of at least 2 countries during recent 7 years, and familiarity with all trends and recent developments of that field in Armenia and in the world;
- Experience in developing methodology of external assessment of internal audit in at least 1 country;
- Fluency in English and Armenian languages.
