The Local Human Resource Management Consultant will support the Communities Association of Armenia (CAA) in developing its human resource (HR) policies and procedures.
Responsibilities
In coordination with the Project Team, the following tasks should be undertaken in the framework of the consultancy:
- Assess the existing HR management policies (if any) and practice of the CAA and prepare recommendations for their development/ improvement;
- Develop the human resource policy and procedure manual of the CAA through consultations with the CAA President, Executive Director, Board, staff and members. The manual should include information and clear rules and procedures on:
a) The Association (history, mission, vision, values and strategic objectives);
b) Code of conduct policy;
c) Work environment (relationships in the workplace; attendance/ productivity; utilization of common work space and dress code);
d) IT, Internet, email and social media policies (use of Internet, e-mail, professional use of social media, private/ personal use of social media);
e) Data/ document management policy (document development/ naming/ saving, storage rules and access to shared files);
f) Recruitment procedures;
g) Employment conditions;
h) Training and development policy;
i) Performance management procedures;
j) Grievance complaints (procedure to make/ receive/ investigate a complaint);
k) Conflict of interests;
- Organize a workshop for the CAA leadership and staff on the HR policies and procedures, presented in the new manual.
DELIVERABLES:
- Review of the existing HR management practices of the CAA by 31 April 2017;
- Development of the HR policy and procedure manual of the CAA (in Armenian language) by 25 May 2017;
- Workshop for CAA leadership and staff on the HR manual by 15 June 2017.
RequiredQualifications
- Degree in Human Resources, Business Management or a related field;
- Solid experience (more than 5 years) in consulting organisations on human resource policies and procedures;
- Good knowledge of non-for-profit human resource management in Armenia;
- Excellent drafting skills; the ability to translate complex ideas and concepts into clear and concrete language;
- Ability to focus on activities/ deliverables from a quality, efficiency and accuracy perspective respecting deadlines;
- Full professional proficiency in Armenian language; knowledge of English language would be an asset.
