The Local Capacity Building Needs Assessment Consultant will map and document the specific capacity building and advisory services needs of the members of the Communities Association of Armenia (CAA). The job will be based in Yerevan with frequent travels to the regions.

Responsibilities
In coordination with the Project Team, the following tasks should be undertaken in the framework of the consultancy:
- Develop a good understanding of capacity building and advisory services currently and previously provided by the CAA to its members, in particular:
a) Review the Baseline Assessment and CAA Strategic Plan for 2016-2020 and Action Plan for 2016-2017;
b) Interview the President and the Executive Director of the Association about the capacity building/ advisory services provided in the past and their vision for the future;
- Conduct capacity building and advisory services needs assessment of the members of the CAA, in particular:
a) Develop a questionnaire for members of the CAA to identify their capacity building and advisory service needs; conduct a survey among the members using SurveyMonkey on-line questionnaire tool;
b) Develop a questionnaire for focus-groups discussions with members of the CAA to identify their capacity building and advisory service needs; facilitate 4 focus-groups discussions (each with 25-30 participants) across Armenia (one in north, one in south, and two in central parts of Armenia) with selected members of the CAA, for more in-depth discussions on the services members expect to receive from the CAA;
- Develop the Capacity building and advisory services plan of the CAA for 2017-2020; discuss the first draft of the Plan with the Republican Council of the CAA, before submitting the final document. The Capacity building and advisory services plan should have, but not be limited to the following sections:
a) The needs of the members identified through on-line survey and focus-group discussions with the members;
b) Recommendations to CAA on the specific services that can be offered to members to cater to the need identified while finding the unique niche of the Association;
c) Resources (financial and human) and tools required for provision of the recommended capacity building and advisory services.

DELIVERABLES:
- On-line survey questionnaire (in Armenian language) for members of the CAA by 15 May 2017;
- Questionnaire (in Armenian language) for focus-group discussions with selected members of the CAA by 15 May 2017;
- Summary of the results of the on-line survey (in Armenian language) of the members by 10 June 2017;
- Facilitation of 4 focus-group discussions across Armenia with participation of selected members of the CAA by 30 June 2017;
- Summary of the results of the focus-group discussions by 10 July 2017;
- Presentation of the first draft of the capacity building and advisory service plan of the CAA for 2017-2020 to the Republican Council of the CAA by 20 July 2017;
- Capacity building and advisory services plan of the CAA for 2017-2020 (in Armenian language) by 10 August 2017.

RequiredQualifications
- Degree in Public Policy, Law, Social Sciences or relevant disciplines;
- Solid experience (more than 5 years) in conducting needs assessment for CSOs and/ or local self-government bodies;
- Good knowledge of and experience in working with associations of local authorities;
- Excellent drafting skills; the ability to translate complex ideas and concepts into clear and concrete language;
- Ability to focus on activities/ deliverables from a quality, efficiency and accuracy perspective respecting deadlines;
- Full professional proficiency in Armenian language; knowledge of English language would be an asset.
