Description
The GIS Specialist will be responsible for technical coordination and support of all GIS activities of the IBiS Programme, including geo-spatial data maintenance and analysis. He/ she will be involved in coordination of activities on technical improvement of the NFMIS and will work closely with partner institutions - MoA, Agriculture Project Implementation Unit (APIU) "Hayantar" SNCO and its Forest Enterprises, "State Forest Monitoring Centre" SNCO, and Bioresources Management Agency of the Ministry of Nature Protection to accomplish this objective.
Responsibilities
- Develop GIS-based products (geo-spatial datasets, geodatabases, metadata and maps) for IBiS Programme;
- Promote exchange of geographical data amongst IBiS Programme stakeholders;
- Collect, compile or integrate external cartographic data and GIS datasets as required;
- Support the preparation of presentations and reports related to GIS activities of the IBiS Programme;
- Provide GIS-related technical support to an IT company specialist in GIS in implementation of its assignment on NFMIS development and improvement;
- Assist the IT company on resolving technical issues on improving of the existing modules and interface of the system and populating the system with new datasets;
- Actively work with nominated Focal Points of FEs on data populating in the NFMIS and NFMIS testing;
- Provide capacity development on GIS amongst IBiS Programme stakeholders, including a) conduction of GIS trainings for technical staff of stakeholder institutions and b) assistance in conduction of the on-the-job training program on the use of NFMIS and ArcPads for technical staff of Forest Enterprises;
- Actively participate at regular Technical Working Group meetings to discuss the progress in NFMIS improvement and to agree upon next steps;
- Support the stakeholder institutions on acquisition of satellite images for monitoring purposes;
- Assist in integrating data/ information on the forests within the protected areas into the NFMIS;
- Work with national/ international consultants on activities related to GIS application and use of remote sensing technologies in forest management field;
- Review the provisions of the GoA Resolution #136 (2014) on Spatial Data Infrastructure (SDI) and recommending steps to incorporate the NFMIS under the framework of National SDI;
- Act as a GIS focal point for IBiS Programme;
- Perform other related tasks as may be required by IBiS Programme Team Leader.
RequiredQualifications
- University degree in Computer Science, Mathematics, IT or any related field;
- At least 5 years of professional experience in GIS-related field, at least 3 years of which in direct GIS development and maintenance;
- Familiarity with GIS software (ArcGIS, QGIS, spatial DBMS, web map server and related tools), data conversion and validation, spatial analysis and visualization;
- Knowledge of technical aspects of geographical data management and analysis;
- Ability to solve GIS specific problems and convey GIS information to non-GIS people;
- Excellent problem-solving and analytical skills;
- Ability to work in a group setting, as well as under pressure and time constraints;
- Fluent knowledge of written and spoken Armenian, English and Russian languages;
- Advanced training on information systems, GIS or remote sensing;
- Professional experience in the field of environment and forestry;
- Familiarity with National Forest Management Information System;
- Knowledge of Visual Basic for Applications (VBA), MySQL, PHP and HTML is a plus.
