Job: Operations and Procurement Officer at People in Need Czech NGO Representative Office in Armenia Company

Salary: Salary will be defined according to PIN Armenia salary grid, level ranging between 220,000 AMD - 300,000 AMD (Net) per month, depending on a candidate's experience; possibility of salary increase based on performance.

Description
People in Need (PIN) is looking for a candidate for the position of Operations and Procurement Officer (OPO). The OPO is a member of the support staff team. He/ she is in charge of Logistics and Procurement operations of the entire Country Programme and its bases in a way that PIN projects effectively deliver their objectives. The line manager of OPO is the Head of Programs, or the Country Director in the absence of the Head of Programs. The OPO works closely with the Country Director (CD), the Finance Manager, the Office Assistant and Project Managers in order to set up an efficient and safe working environment for all staff members. In order to deliver results, he/ she operates within the logistics budget.

Responsibilities
Bases management: the Operations and Procurement Officer is in charge of managing all PIN bases except for the Head Office in Armenia; as a base manager he/ she ensures a safe, comfortable, efficient and cost-effective use of the premises and is responsible to:
- Design/ update/ disseminate the Base Management Guidelines and Base Rules;
- Manage all contractual relations related to base rent, utilities and services (electricity, gas, cleaning);
- Manage communications (phones, internet, radios) and basic IT maintenance;
- Supervise filing and archiving of premise's logistics documentation;
- Supervise/ implement PIN assets management system (for all assets linked to the premise(s)): responsible for procurement, registration, inventory, maintenance, disposal;
- Replenish and stock consumables and stationery used in the office;
- Responsible for basic maintenance, or arrangement of maintenance and its expenses;
- In cooperation with the Finance Manager, he/ she implements the office costs monitoring system and uses it to insure cost effectiveness.

Transportation: as a transportation manager, he/ she is responsible to:
- Provide timely and tailor-made people and material transportation services to project locations;
- Obey security guidelines and rules regarding material transportation;
- Ensure feasibility of selected transportation option;
- Provide information about deadlines, cargo conditions, delivery rules to drivers and transportation service suppliers, inform about place of cargo loading and unloading;
- Manage transportation plan;
- Liaise with transportation service suppliers, prepare service provision contracts, ensure invoice payment;
- Identify potential transportation service suppliers according to PIN actual needs;
- Ensure availability of all necessary documentation to vehicle drivers, keep regular contact with drivers on their route and assist vehicles with smooth crossing of check points when needed and approved by Security Department;
- Prepare, process and archive transport documentation as per PIN guidelines on stock management.

Warehouse and stock management: as a warehouse and stock manager, he/ she is responsible to:
- Handle stock as per PIN guidelines on stock management and warehousing guidelines;
- Responsible for appropriate storing layout and organisation of the items on stock, their identification and safe storing;
- Responsible for completeness, correctness and accurate links between actual material in stock and documentation;
- Be part of inventory commission;
- Monitor loading and unloading of material and completeness check;
- Responsible for warehouse maintenance and cleaning;
- Inspect stocks;
- Responsible for documentation and record-keeping;
- Mobilize loaders;
- Report any security/ safety issues;
- Process stock management documents in ELO and NAV systems;
- Create stock management documents such as GRN, GDN, inventory checks, stock cards, etc.;
- Archive documentation.

Procurement: the OPO coordinates all projects and field offices related to procurement processes:
- Support projects staff in purchases planning;
- Identify suitable and reliable suppliers, vendors, providers and contractors of goods and services in support of programme implementation in accordance with donors and PIN procurement guidelines;
- Negotiate with local suppliers, including contract preparation and signature;
- Implement procurement and purchases of programme items and services;
- In cooperation with HoO and/ or CD, maintain measures to secure anti-corruption, transparency and cost efficiency of procurement processes.

RequiredQualifications
- Degree in Finance; 
- At least 2 years of relevant work experience;
- Fluency in English and Armenian languages;
- Good working knowledge of MS Office and high level computer literacy;
- Highly organized person with attention to small details;
- Ability to work under pressure and meet deadlines;
- Ability to organize and plan effectively;
- Strong sense of integrity and willingness to pass the knowledge to others.
