Job: Finance and Compliance Manager at People in Need Czech NGO Representative Office in Armenia Company

Salary: Salary will be defined according to PIN Armenia salary grid, level ranging between 370,000 AMD - 500,000 AMD (Net) per month, depending on a candidate's experience; possibility of salary increase based on performance.

Description
People in Need (PIN) is looking for a candidate for the position of Finance and Compliance Manager (FCM). The incumbent will be responsible for country programme accounting, finance management, and financial reporting. He/ she will supervise financial project management and manage financial risks. FCM is responsible for the operations of the country programme and its offices in a way that the projects can effectively deliver their objectives. The Finance and Compliance Manager is a member of the country-programme management team and contributes to strategic decision-making and operations. He/ she works closely with the Country Director in order to set up an efficient and safe working environment for all staff members.

Responsibilities
Accounting: the FCM is ultimately responsible for country programme accounting, project finance management and reporting, year closing operations and statutory audit:
- In the field of country programme accounting, responsible for establishing sufficient capacities to guarantee accounting data quality as required by PIN internal rules and legislation (Armenian as well as Czech);
- Check accounting data on a regular basis;
- Coordinate the whole process of financial year closure on country programme level, responsible for complying with PIN year closing schedule deadlines;
- In the field of finance project management and reporting, responsible for timely and correct entry of all accounting documents and data into PIN accounting as necessary for project reports, timely financial reports availability and for availability of other financial documentation (as per donor or audit requirements), and responsible for compliance of financial reports and accounting data;
- During statutory audit, cooperate and supply HQ with required information and documents.

Country programme economics: the FCM is responsible for annual country programme budget, overhead costs management, financial tools management, and cash flow:
- Draw and maintain country programme overall budget;
- Consolidate budgeting of project direct costs, project and country programme indirect costs, as well as needs of projects co-financing;
- Responsible for annual operating budget preparation;
- Optimize financial resources allocation to cover operations costs;
- Monitor and notify HQ about crucial operations costs misbalance as compared to the total country programme budget (adequate to the country programme current circumstances);
- Ensure correct use of financial systems (Navision, ELO, budget monitoring tools, etc.) and provide training and support to other members of the country programme;
- Prepare financial and economic overviews and interpret economic data for country programme and programme management teams;
- In the field of cash flow coordinate country programme outlay and income planning, ensure timely disbursement of donors' installments to PIN, compile and approve mission money requests to HQ.

Project finance management: the FCM is responsible for budgeting and reporting, and gives methodological support to the programme staff:
- Take part to project budgets preparation, carry out their final consolidation and numerical check;
- Ensure there are sufficient financial reserves budgeted to cover potential financial risks during project implementation;
- Calculate ratio of direct, operational and HQ related costs (DOH analyses);
- Ensure that data is correctly transformed into budget and reporting formats required by donors;
- Responsible for adherence to finance reporting deadlines;
- Responsible for financial data completeness and correctness before the start of financial report drawing and in case of discrepancies, coordinate with HQ and ensure remedy;
- Coordinate financial and administrative project management with the Head of Mission and project managers;
- Review partners' financial reports, provide feedback and ensure PIN local partners' capacity building.

Cross-Cutting Duties and Responsibilities:
Compliance: the FCM is responsible for compliance with internal procedures, donors' rules and country specific regulations and legal framework:
- Have a sound knowledge and follow administrative, financial and operational standards and procedures;
- Responsible for setting up financial and administrative systems and procedures compliant with internal requirements as well as country specific regulations, and staff's adherence to them;
- Be familiar with donors' financial/ administrative regulations and provide support in this field to other country programme members in order to ensure that donors' rules are complied with;
- Follow the PIN's Code of Conduct and the Key PIN Policies and educate his/ her team on this matter;
- Follow, respect and encourage his/ her team to use PIN's administrative management systems ELO and Navision.

Document circulation and archiving: the FCM is responsible for financial, administrative and operational documentation:
- Take part in setting up the overall country programme archiving system and provide methodical guidance in this field to other country programme colleagues;
- Responsible for country programme accounting and other finance-related documents correct physical as well as electronic archiving (in compliance with internal rules and local rules, if there is any specific regulation in this field).

Human resources and capacity development: as a manager, the FCM is responsible for adherence to Human Resources (HR) procedures and for capacity development:
- Ensure his/ her team has an adequate size and composition;
- Manage his/ her team in compliance with PIN RDD HR procedures (recruitment, induction, evaluation, etc.);
- In compliance with RDD HR strategy, continually develop and boost his/ her team capacity.

RequiredQualifications
- Degree in Finance or Accounting;
- At least 3 years of relevant work experience in a finance department;
- Fluency in English and Armenian languages;
- Good working knowledge of MS Office and high-level computer literacy;
- Highly organized person with attention to small details;
- Ability to work under pressure and meet deadlines;
- Ability to organize and plan effectively;
- Strong sense of integrity and willingness to pass the knowledge to others.
