Head of Legal Department will be responsible for providing legal assistance to the General Director and the TPIO staff, the MoTCIT, Governing Council and Project donors on all legal and contractual issues in relation to the Projects to be implemented by the "Transport Projects Implementation Organization" SNCO (hereinafter: Projects), the preparation of subsequent Tranches and the TPIO operations. Head of Legal Department will be responsible for identifying, analyzing and addressing legal issues, negotiating and drafting legal documents, contracts (if requested), their amendments, memorandums signed in the scope of the Projects, submitting recommendations and assuring legal compliance with Framework Financing Agreement (FFA), Loan and Project Agreements (LA and PA) and other project documents, as well as Armenian law. The incumbent will work with different teams of the TPIO, as well as the MoTCIT to coordinate and streamline internal legal processes. He/ she will serve as liaison between the MoTCIT and Projects' donors and develop and maintain direct relationships with government authorities.
Responsibilities
- Ensure that all legal aspects of the Projects, including but not limited to procurement, safeguards, contracts management comply with the FFA, LA and PA, and other project documents, RA legislation and address legal issues as they arise;
- Support the General Director and the TPIO staff to prepare, submit and obtain approvals of all the milestone documents/ reports/ deliverables related to finances, safeguards, procurement, contract management, project performance, etc. from project donors, Governing Council and other state stakeholders;
- Advise the Governing Council, the General Director and the TPIO staff on legal issues;
- Monitor the consultants' and contractors' activities to ensure compliance with project donors' policies and Armenian law;
- Prepare and advise on all types of contracts to be executed under the project for the implementation of the project;
- Work with TPIO staff members and to streamline the internal review process in order for all aspects of the submitted deliverables/ reports to be incorporated and reflected in a timely manner and with due quality;
- Perform other relevant tasks and responsibilities as requested by the General Director.
RequiredQualifications
- Bachelor's degree in Law or equivalent;
- At least 10 years of general legal experience;
- At least 5 years of experience in implementation of infrastructure projects with similar scale and complexity in public or private sectors;
- Excellent written and oral communication skills in Armenian and English languages;
- Familiarity with procurement policies and procedures of international organizations, in particular ADB, EIB, World Bank, EBRD or other donors;
- Experience with the various types of civil works contracts and contracts for consulting services mandated in the Standard Bidding Documents by the major international financing agencies;
- Computer literacy;
- Results-oriented person;
