Consultancy on access to finance and financial management

Project Background
"OxYGen" Foundation for Protection of Youth and Women Rights (hereinafter OxYGen), a non-commercial organization, and strategic partner of the Oxfam Great Britain, is currently implementing "Improving Small Holder Farming through Agricultural Cooperatives and Value Chain Development in Tavush Marz, Armenia" Phase 2 Project (hereinafter Project). The Project is financed by the Austrian Development Agency (ADA) and is a continuation of a similar project (Phase 1) implemented by Oxfam in Armenia in 15 rural communities in the Tavush Marz of Armenia during 2012-2015 which had also been financed by the ADA.
The Project focuses on 15 rural communities in the Tavush Marz of Armenia - Ditavan, Achajur, Sevqar, Tsaghkavan, Haghtanak, Lchkadzor, Ptghavan, Hovq, Yenokavan, Sarigyugh, Gosh, Koghb, Getahovit, Khashtarak, Aygehovit. The Project is expected to benefit around 500 poor men and women small holder farmers in Tavush marz through a range of activities including: development of agricultural cooperatives and value chains; establishment of rural agri-business infrastructure (greenhouses established in 15 communities, as well as fruits and berries processing plant and cold storage facility established in Sevqar community of Tavush marz during the Phase 1, and food drying facilities established in 7 communities during Phase 2); facilitating access to micro credits; and marketing assistance.
Each rural agri-business infrastructure is owned and operated by the respective beneficiary cooperative. In 2016 a Business Plan was developed for the fruits and berries processing plant in Sevqar community and a Model Business Plan was developed for 7 food drying facilities.

Objective
OxYGen is seeking a qualified individual(s) or a consulting company (hereinafter Consultant) to assist members and management of 8 beneficiary cooperatives (Sevqar cooperative, including Anushaham LLC which operates fruits and berries processing plant and 7 cooperatives where food drying facilities are established) (hereinafter altogether referred as Beneficiaries/Beneficiary cooperatives) in access to soft loans (either 0% or low interest rate) and financial management, as well as to develop capacities of the Beneficiaries in liability management.
The objective of the assignment is to assist the Beneficiaries in increasing their sustainability through ensuring availability of working capital and improving their ability in proper financial management of the established agribusinesses.

Expected results
It is expected that with the Consultant's assistance Beneficiaries will be able to duly apply for, receive and manage low interest rate loans provided by different local and international financial institutions. The Consultant shall also provide trainings on liability management (with elements of management, business planning, cash flow forecasting, calculation and comparative analyses of different loan products). It is also expected that the Consultant will provide support in updating business plans and developing tailored business plans for each of the beneficiary cooperatives.

Timeline
Successful candidate will be selected before July 8, 2018 and the contract is expected to be signed before July 10, 2018. The Consultancy is expected to start as soon as the contract is signed and end on July 30, 2018. The 8 training sessions shall be delivered by July 30, 2018. The updated business plans for 8 cooperatives shall be delivered by July 30, 2018. The consultancy may be extended for additional three months subject to extension of the project by ADA.

Reporting
The Consultant shall submit short reports every two weeks.

Coordination
The Consultant will work with OxYGen foundation Economic Justice Program Manager and Economic Justice Program Officer. The travel and logistics costs shall be incurred by the Consultant. OxYGen will provide the Project related information and documents necessary to perform the scope of work. OxYGen relevant staff and members of the beneficiary cooperatives will be made available for meetings and discussions with the Consultant on Project related issues.

Responsibilities
-The Consultant is expected to conduct the following tasks:
-Provide one training session on financial literacy (covering liability management with elements of management, business planning, cash flow forecasting, calculation and comparative analyses of different loan products) per each beneficiary cooperative. In total 8 trainings for 80 cooperative members of 7 cooperatives with food drying facilities and one cooperative in Sevqar community with fruits and berries processing plant, including employees of "Anushaham" LLC
-Support in developing 8 tailored business plans for each of the 8 beneficiary cooperatives
-Support in applying for different soft loans (including agricultural loans subsidized by the RA Government) to both local and international financial institutions
-Monitor loan usage and repayment by each cooperative (total 8 cooperatives.)
-Provide ongoing consultancy on financial management to 8 cooperatives

RequiredQualifications
-The Consultant must have a minimum of 7 years' experience in financial management and consultancy of rural finance and credit
-Experience in agricultural financing sector is a plus
-It is expected that the Consultant has the necessary logistical capacity to implement all requirements of this TOR
