Gender Expert for OxYGen Foundation for protection of youth and women rights
The "Oxygen Foundation" of Protection of Youth and Women Rights is announcing an opening for the position of Gender Expert.
OxYGen is Oxfam's spin-off organization in Armenia registered in August 2015.
Oxygen works on the following areas: rural economic development, governance, gender and youth and resilience building.
JOB PURPOSE:
The Gender Expert is responsible for gender equality and gender mainstreaming into overall program areas of the organization. Gender Expert is specifically hired for managing "Women political participation at national level" project funded by Swedish Government. The project aims at promoting women's meaningful political participation and women's agenda into wider political discourse in Armenia. This position requires to support other thematic Programme staff and all strategic programmes of OxYGen on gender expertise including research and policy advocacy work.

REPORTING TO: Program Coordinator
DURATION: 1 year fixed contract with a possible extension
LOCATION: Yerevan, Armenia
DIMENSIONS:
Required to contribute to long-term vision and strategic program development on gender equality of the organization
Assimilate, analyse and use programme information from varied and diverse sources to provide in-depth gender analysis in the specific programme areas,
Participate in the work of advocacy alliances and networks, identification of allies on gender
Play active role in lobby and advocacy on issues related to the gender equity and network with peers to develop a shared analysis of local issues, contacts and key players
Responsibilities
-In collaboration with the Program Coordinator be responsible for the continuous planning and management of the project on women political participation and gender equality program as a whole
-Help in identifying desired policy and practice changes with specific institutions at national and local levels on gender equality
-Develop an agreed strategy for advancing the capacity and practice on mainstreaming gender equality within all thematic areas
-Be responsible for planning and organization of research on relevant project/program area
-Manage the cost, time, risk, quality and other dimensions of the program
-Actively participate in planning and advocacy campaigns of the project/program
-Compile financial and narrative reports about the programme implementation
-Closely collaborating with Program Coordinator liaise with other organisations (governmental and non governmental) based in Armenia and abroad for inter-agency coordination in advocacy/policy issues
-To lobby government officials and develop and maintain key relations within the key institutions and key actors: government officials, NGO, INGO colleagues
-To actively participate in NGO networks and advocacy alliances
-To abide by OxYGen principles/values and travel regulations
-To carry out any other tasks as seen necessary under the direction of the Program Coordinator and Program Manager
-Closely work with the team and communicate with external contacts/target audiences for the proper implementation of the project/program
-Analyse the relevant context and communicate with the team to inform appropriate planning
-Represent the programme with local and national authorities as relevant
RequiredQualifications
-At least 4 years experience working in the research on gender equality preferably on women's political, economic and social empowerment
-Strong experience in gender research methodologies and gender focused project implementation
-Higher education in social sciences, public administration or public policy
-Proven knowledge and understanding of gender and development, drawn from a proven base of experience
-Good understanding of the relationship between economic, social/gender issues and ability to integrate these into program practice
-Experience in advocacy and campaigning in the development context
-Proven research and analytical skills
-Ability to work under pressure to meet tight deadlines
-Facilitation & networking skills
-Well developed interpersonal and team skills
-Well-developed analytical and planning skills helping to contribute to overall gender mainstreaming
-Excellent written and spoken communication skills in Armenian, Russian and English
-Public presentation skills
-Computer literacy skills
-Flexibility, ability to undertake occasional travel
