Responsibilities
Under the overall supervision of UNDP CO Climate Change Programme Coordinator, the incumbent will be responsible for the following activities:
- Identify the scope, criteria and methodological approaches of CCBII and CBT, based on the best international practice. The methodology, in particular, shall determine the classification (typology) of climate change-related expenditures, the calculation of Climate Change Budget Integration Index and provide with an approach for weighing the climate change relevance of certain programs under public expenditure
- Present and validate the CCBII results and the proposed CBT methodology during a workshop with participation of representatives of key stakeholders, including relevant government agencies. Adjust the methodology, as it might be required after the workshop, to incorporate comments and feedbacks received from the key stakeholders
- Apply the developed and agreed methodology to classify and assess the climate change-related public expenditure (CC-PER) for last 3 finance years and produce main outcomes in the form analytical tables and relevant charts
- Draft the Climate Change Public Expenditure and Institutional Review (CPEIR) of the latest 3 financial years to reflect the main findings and provide with recommendations resulted from the performed review and analysis
- Develop and submit Final Climate Change Public Expenditure and Institutional Review for the latest 3 financial years by reflecting and incorporating comments and feedback of key stakeholder on the Draft document
- Develop the proposed model for Climate Budget Tagging for Armenia and provide on-the-job support to the Ministry of Finance and relevant other stakeholders in application of the suggested CBT model, including the preparation of budget reports on climate change finance. The synergies with possible SDG budget tagging processes in the country, as well as coordination of efforts with other related processes, including the gender
- and child-responsive budgeting must be ensured

RequiredQualifications
Competencies:
- Knowledge in program-based/ performance-based budgeting frameworks;
- Analytical skills, communications abilities, teamwork;
- Ability to work and deliver under short deadlines;
- Demonstrated attention to the impact and result for the client and positive response to critical feedback;
- Ability to work independently with little or no supervision. Education:
- Advanced degree (MSc, MA or PhD) in Economics, Finance, Engineering, Environment, Social Science or other related fields. Experience:
- At least 7 years of experience in Public Administration, Business Administration, Organizational Development, Economics, Public Finance Management or related fields;
- Substantive experience in national budget and planning processes, green finance, national climate change policies, Fiscal Decentralization or a related field;
- Practical experience and knowledge of the Armenian budgeting system, including budget formulation and classifications/ tagging systems, chart of accounts, etc. Languages:
