Description
As a part of USAID-financed My Armenia project, Solimar International Armenia Branch is recruiting a Monitoring and Evaluation Specialist. Solimar is primarily looking for a part-time staff member to fill monitoring and evaluation role for the project (as described below). The Monitoring and Evaluation Specialist reports to the Chief of Party. The position will be based in Yerevan, Armenia but will require travel to the regions periodically.

Responsibilities
- Provide professional guidance and hands-on assistance to all programmatic staff on issues related to project monitoring and evaluation (M&E);
- Develop standardized formats, tools and templates to all team members involved in the data-gathering activities, using existing forms and templates where possible;
- Ensure project monitoring and evaluation data for both USAID and Smithsonian is collected regularly and promptly and entered into the project monitoring sheets;
- Periodically assess the quality of collected data and provide feedback to parties responsible for data collection;
- Systemize and maintain the collected data on regular basis;
- Analyze the data, and based on the findings, work with the Chief of Party (COP) and the project team to adjust program activities and data collection approaches as needed;
- Inform the COP and technical leads about the progress on a quarterly basis; draft and submit M&E quarterly reports to the COP;
- Report on specific indicators separately when required.

General Responsibilities:
- Provide support and input to develop the My Armenia annual work plans and collaborate with other team members to ensure activities are implemented in accordance with the work plan and ensure objectives are being met in a timely manner;
- Assist in preparing narrative reports for the project activities related to the position;
- Assist technical STTA in planning and implementation of tasks within Armenia;
- Perform other job-related duties as assigned by the Chief of Party.

RequiredQualifications
- At least bachelor's degree in Monitoring, Evaluation, Research Economics, Statistics, Business or a related degree;
- Excellent communication, writing, and interpersonal skills in English and Armenian languages;
- At least five years of work experience in monitoring and evaluation. USAID or other donor monitoring and evaluation experience is a plus;
- Ability to handle and prioritize multiple tasks with attention to detail;
- Strong organizational and computer skills;
- Flexible and adaptable person able to work independently and as part of a team;
- Ability to work team members in remote location and from different cultures (i.e. in the U.S. and other locations);
- Fluency in English and Armenian languages.
