Responsibilities
Under the overall supervision of the UNDP Climate Change Programme Coordinator and direct supervision of the UNDP-GCF Project Manager, the Financial Incentive Task Leader will be responsible for co-ordination and execution of the Component 4 of the Project.
As regards public building, the Financial Incentive Program has been designed and the Task Leader will have to operationalize its implementation. As far as financial incentive program for MABs are concerned, its design has been initiated and the Task Leader will have to oversee the process from the initial stage. Four independent consultants/sub-contractors will be engaged by UNDP to support the design and implementation of the Program under the Project’s Component 4. Task Leader will provide technical guidance, supervise and ensure the overall quality of the work of Consultants will liaise and collaborate with sub-contractors.
Task Leader will also have to liaise closely with various UNDP-GCF project partners, including national and international financial institutions (EIB), municipalities, governmental agencies and other stakeholders.
Duties
- Supervise and coordinate (with other Project’s components) implementation of the Compo-nent 4 of the project, i.e. the design and implementation of the Financial Incentive Program for Public and Residential Buildings, to ensure its results are in accordance with the Project Docu-ment, and the rules and procedures established in the UNDP Programming Manual, as well as specifically in the Operational Manual of the Financial Incentive Program;
- Supervise and coordinate the work of subcontracted individuals and legal entities, as illustrated in the Figure 1 above, specifically Consultants 1 and 2;
- Identify appropriate implementation structure and partners (IPs) for Financial Incentive Pro-gram, facilitate preparation and signature of partnership agreement with (IPs) and oversee their work, delivery of outputs and regular financial and technical reporting;
- Assume primary responsibility for the daily management both organizational and substantive matters, budgeting, planning and general monitoring of the Component 4 of the Project;
- Prepare and regularly update/revise detailed annual work plan for Component 4;
- Prepare terms of reference for national consultants and subcontractors in line with relevant na-tional and UNDP procedures;
- Provide substantive contribution to the preparation of the annual project report (APR), Project implementation report (PIR) as well as any other reports requested by the GCF or UNDP as far as they relate to project results and activities under Component 4;
- Monitor the expenditures, commitments and balance of funds under the project budget lines under Component 4;
- Assume overall responsibility for meeting financial delivery targets set out in the agreed annual work plans, reporting on project funds and related record keeping under Component 4 of the project
- Guide and coordinate the work of national and international consultants and subcontractors and oversee its compliance with the agreed work plan;
- Organize and supervise workshops and trainings needed for successful delivery of the Compo-nent 4 outputs;
- Liaise with relevant ministries, national institutes, financial organizations and other relevant in-stitutions in order to involve their staff in activities as necessary and gather and disseminate in-formation relevant to the Project;
- Ensure close coordination of Component 4 activities with those under other Project compo-nents, as well as coordinate project activities with other relevant technical and financial assis-tance projects\programs in Armenia;
- Undertake any other actions as requested by the Project Manager, UNDP or the National Pro-ject Coordinator.

Required Skills and Experience
Skills

Education: PhD or Master’s Degree in finance, economics, management or related fields.
Experience:At least 10 years of experience in financial sector and/or international financial assistance sector in Armenia. At least 3 years of experience or experience with min 3 projects providing financing for energy/energy efficiency/housing sector.
Proven experience in managing similarly complex and large operations (e.g. min 10 mln USD).
Languages: Excellent knowledge of Armenian and English. Ability to review, prepare and present technical reports and make oral presentations, both in Armenian and English.
Computer Skills: Good knowledge of computer software (MS Office, and task relevant specific software).
