Background and context:
UNICEF has committed substantial resources and direction to a renewed digital presence for the organization, in line with the Global Communication and Public Advocacy Strategy. As digital transformation across the organization is already underway and the new unicef.org is launched, Armenia country office would like to strengthen local capacity to manage digital presence in line with global standards and the refreshed brand guidelines. This will enable a smoother transition later on to the main corporate website.

The Communication Section within the Country Office works to create compelling public-facing content and to provide digital services within the office. Through multiple platforms and in English and Armenian, the Section draws attention to the many facets of UNICEF’s work, encouraging public support, participation and action, as well as ensuring greater transparency and accountability. Web stories, photo essays, Facebook posts, Twitter campaigns, and videos for distribution via UNICEF.am, YouTube, news media and other outlets and platforms are all a part of UNICEF's digital storytelling.

Overall purpose of the assignment:
The Consultant on Digital Governance (hereinafter Consultant) is to provide technical assistance for publishing content on country office site, develop or modify content for the local audience, increase UNICEF's presence through social media to local country audiences, and maximize traffic to website.

Supervisor:
The incumbent will be supervised and report to the UNICEF Communication Officer with regular de-briefing with the UNICEF Representative about the progress of consultancy. The Consultant will work on a daily basis with UNICEF Communication section. The section will interact with the chosen candidate in negotiation and communicating through e-mail correspondence while outside of Armenia as well as support the Consultant in the country.

Conditions:
The Consultant is expected to work in the UNICEF country office in Armenia with regular meetings with related vendors for multimedia and web support.

As per UNICEF policy, payment is made against approved deliverables. No advance payment will be paid.
The selected candidate will be governed by and subject to UNICEF's General Terms and Conditions for individual contracts.
Whenever travel within Armenia will be required, a travel authorization will be issued and travel expenses will be provided on the basis of UNICEF standards. UNICEF does not provide or arrange health insurance coverage for the Consultant.

Responsibilities
- Maintain an innovative, engaging, and informative website for local audience;
- Create, develop and manage content for the country office's digital presence across web and social channels (requires working with content management software);
- Identify opportunities to commission new or update existing content and establish contact with relevant parties;
- Edit stories and other web content for accuracy, continuity, logical arrangement, readability, clarity of expression, internal consistency, and appropriateness for intended audience, impact;
- Project manage social media engagement initiatives, propose ideas for and lead on engaging social media content and campaigns;
- Manage and implement ongoing site maintenance including updates and edits to content and copy across country website (in English and Armenian languages);
- Act as primary contact for managing localization process and requests;
- Create, resize, upload and organize site assets;
- Conduct daily quality assurance passes on the country website and troubleshoot issues;
- Ensure that global UNICEF policies and standards are incorporated into all digital projects, and that compliance is communicated to HQ as needed, either via analytics or other communications mechanisms;
- Ensure completeness of content and adherence to publishing standards;
- Prepare monthly reports on website activities;
- Research requests and site issues, troubleshooting solutions, and escalate issues if needed;
- Oversee freelancers (writers and copyeditors) and liaise with community outreach partners;
- Keep current with emerging digital technologies through relevant blogs, listservs, webinars and community of practice events;
- Track and report on all digital metrics, including website and social media;
- Work cooperatively with the Regional office, HQ and vendors to ensure the highest online experience for country audiences.

DELIVERABLES:
- Responsible for engaging and informative UNICEF.am in line with global UNICEF standards;
- Create new content for the website and social media channels on a regular basis as outlined in the editorial calendar;
- Increase presence of UNICEF through local social media channels in line with annual projected plan;
- Maximize traffic to website in line with annual project plan.

RequiredQualifications
- Bachelor's degree in a related field, such as Marketing, Communication and Journalism;
- At least 3 years of writing and/ or editing, managing web content and the production of digital projects in a business-critical environment;
- Exceptional communication, writing, and organizational skills;
- Ability to manage multiple projects in a fast-paced, deadline-driven environment;
- Experience with content management systems;
- Demonstrated ability to operate on both a strategic and tactical level, touching all aspects of the digital communications plan, including SEO advertising campaigns; creative, strategic and tactical messaging; testing analytics; and web content management;
- Experience of using PPC platforms (e.g. Adwords, Facebook);
- Solid analytical skills with key performance metrics utilizing analytics tools (e.g. Google Analytics, Google Webmaster Tools);
- Fluency in English and Armenian languages;
- Knowledge of current best practices in social media communication and engagement strategies;
- Knowledge of HTML, Adobe Photoshop and Illustrator is a plus.
