Description
To improve food security and catalyze agricultural development in the Eurasian Region, the Government of the Russian Federation has established the Eurasian Center for Food Security (ECFS) under Lomonosov Moscow State University (MSU), which is expected to eventually become an internationally recognized food and nutrition policy research center that will contribute towards improving food security in Eurasian region and globally. The World Bank has been requested to provide technical assistance to the Russian Federation’s efforts to enhance the Center's capacity and to carry out mutually agreed work in support of initial operations of the ECFS through a Reimbursable Advisory Services (RAS) arrangement.
A conceptual economic and political framework should be developed to form the foundation for the collection of data and their analysis. The framework would identify the relevant decision-makers in the systems and illustrate national-level decision-making related to food production, prices, consumption and trade as well as health services and non-food nutrition factors, including access to clean drinking water and good sanitation. Improved household, food security and nutrition should be the overriding goal of the framework but the impact on natural resources should also be included. To implement the study The World Bank is looking for Country Food Policy Experts (short-term individual consultants).

Responsibilities
- Implement interviews and focus groups, use the conceptual political and economic framework;
- Prepare country-specific studies as per the outline and methodology developed by the lead food policy expert;
- Contribute to the final study publication;
- Facilitate in-country consultations.

RequiredQualifications
- Advanced understanding of modern methods of agricultural economics and food policy analysis;
- Experience in collecting information through interviews and focus groups;
- High professional standing in their countries to interact effectively with high-level policy advisors and policy-makers.
- Working proficiency in English and Russian languages, and ability to produce reports in English language;
- Demonstrated track record of studies and research in agricultural economics, food policy, nutrition or a related field, published in English language peer-reviewed publications.
