Description
The main objective of the "Boosting School Network Efficiency in Armenia (Policy Design and Implementation)" Project is Development and implementation of a new policy aimed at rethinking and reconceptualising school network efficiency in Armenia. The main tasks of the Young Expert will be the following:
a) Carry out a feasibility study of a new "school network efficiency" policy paired with best practice research' on contexts similar to Armenia in close cooperation with all relevant stakeholders from public and private domains;
b) Investigate and provide a summary analysis on the existing school network efficiency/ inefficiency;
c) Design a policy, in close cooperation with all relevant stakeholders from public and private domains, on achieving and sustaining school network efficiency in Armenia;
d) Organise implementation management and due reporting on implementation of the designed policy once approved by the MoES or relevant authority.
Responsibilities
- With support of the Project Leader (e.g. Deputy Minister) and the YES Armenia Programme Manager, develop a detailed work plan with deliverables and outcomes for the project "Boosting School Network Efficiency in Armenia (Policy Design and Implementation)" (hereafter project) implementation;
- Review the project deliverable, outcomes, and schedule with senior management of a ministry/ agency and all relevant stakeholders;
- Establish a communication schedule to update stakeholders;
- Execute the project according to the project plan;
- Develop forms, records, and files to document project activities and information collected;
- Monitor the progress of the project and make adjustments as necessary to ensure the successful completion of the project;
- Write reports on the project for management and other stakeholders;
- Ensure that the project outcomes and deliverables are on time (in line with the work plan) and of the proper quality level;
- Perform other tasks assigned by the supervisor.
RequiredQualifications
- Master's degree in Education, Engineering (or other STEM subjects), Public Administration, Project Management, or other related area;
- At least 2 years of work experience in Education Management, School Management, Public Administration, Project Management or other related area;
- Knowledge of project management basics;
- Ability to write reports, develop work plans and other documentation;
- Critical thinking ability and problem solving mindset;
- Effective communication skills, including ability to work with high level officials and presentation skills both oral and in writing;
- Good time management, prioritizing and organizing skills;
- Good researching and drafting skills;
- Good computer skills including spreadsheets, word processing, e-mail and the Internet;
- Good knowledge of Armenian and English languages.
