Description
The main objective of the "Development of Institutional Development Strategy for Chief Information Officer" Project is to develop the institutional strategy to define the core objectives, mission, organisational structure and its standard operating procedures. The Young Expert will perform the following tasks:
a) Establish the CIO unit/ structure (defining the mandate, structure as well as preparation of job descriptions);
b) Support to design standard operating procedures;
c) Support to kick-starting the activities of the CIO.
Responsibilities
- With support of the Project Leader (e.g. Prime Minister's adviser/ Executive Director of Digital Transformation Fund) and the YES Armenia Programme Manager, develop a detailed work plan with deliverables and outcomes for the project "Development of Institutional Development Strategy for Chief Information Officer" (hereafter project) implementation;
- Review the project deliverable, outcomes, and schedule with senior management of a ministry/ agency and all relevant stakeholders;
- Establish a communication schedule to update stakeholders;
- Execute the project according to the project plan;
- Develop forms, records, and files to document project activities and information collected;
- Monitor the progress of the project and make adjustments as necessary to ensure the successful completion of the project;
- Write reports on the project for management and other stakeholders;
- Ensure that the project outcomes and deliverables are on time (in line with the work plan) and of the proper quality level;
- Perform other tasks assigned by the supervisor.
RequiredQualifications
- Master's degree in Engineering, Information Technology, Public Administration, Project Management or other related area;
- At least 2 years of work experience in Information and Communication Technologies field, Public Administration, Project Management, or other related area;
- Knowledge of IT systems and infrastructure;
- Knowledge of project management basics;
- Ability to write reports, develop work plans and other documentation;
- Critical thinking ability and problem solving mindset;
- Effective communication skills, including ability to work with high level officials and presentation skills both oral and in writing;
- Good time management, prioritizing and organizing skills;
- Good researching and drafting skills;
- Good computer skills including spreadsheets, word processing, e-mail and the Internet;
- Good knowledge of Armenian and English languages.
