Description
The main objective of the Young Expert for "Improving the Efficiency of Healthcare System in Armenia" Project is to develop an optimisation programme and its implementation plan for the healthcare system in Armenia. The Young Expert will perform the following tasks:
a) Estimate distribution of doctors and medical centres based on different important factors;
b) Determine the optimal number of medical staff, as well as beds, based on doctors' internationally accepted employment rates, as well as standards for access to medical services (hours/ minutes);
c) Develop the quality, quantity and financial indicators of effectiveness of medical centres;
d) Develop the employment rate standards of medical staff;
e) Develop an exemplary structure of medical staff.
Responsibilities
- With support of the Project Leader (e.g. Deputy Minister) and the YES Armenia Programme Manager, develop a detailed work plan with deliverables and outcomes for the project "Improving the Efficiency of Healthcare System in Armenia" (hereafter project) implementation;
- Review the project deliverable, outcomes, and schedule with senior management of a ministry/ agency and all relevant stakeholders;
- Establish a communication schedule to update stakeholders;
- Execute the project according to the project plan;
- Develop forms, records, and files to document project activities and information collected;
- Monitor the progress of the project and make adjustments as necessary to ensure the successful completion of the project;
- Write reports on the project for management and other stakeholders;
- Ensure that the project outcomes and deliverables are on time (in line with the work plan) and of the proper quality level;
- Perform other tasks assigned by the supervisor.
RequiredQualifications
- Master's degree in Healthcare Management, Health Economics, Business Administration, Project Management, Finance or other related area;
- At least 2 years of work experience in Healthcare Management, Business Administration, Project Management, Finance or other related area;
- Knowledge of Project Management basics;
- Ability to write reports, develop work plans and other documentation;
- Critical thinking ability and problem solving mindset;
- Effective communication skills, including ability to work with high level officials and presentation skills both oral and in writing;
- Good time management, prioritizing and organizing skills;
- Good researching and drafting skills;
- Good computer skills including spreadsheets, word processing, e-mail and the Internet;
- Good knowledge of Armenian and English languages.
