Responsibilities
Under the supervision of the General Coordinator and in close collaboration with the Coordination team, you will be responsible for the set-up, implementation and follow up of the program. During the first months, the Field Coordinator will focus mainly on the preparatory phase of the program. General Tasks: a) Context follow-up:
- Follow up contextual development and update for the monthly reporting
- Project activities development and implementation considering contextual and legal developments
- Ensure that appropriate security guidelines are developed, communicated, adhered to and regularly reviewed with the coordination team
- Ensure timely and accurate security / incident reports are sent to general coordinator and Admin/log b) Program:
- Ensure the implementation of the program and its follow-up in its different aspects: logistical, administrative and medical
- Ensure coordination, monitoring and integration of the activities defined in the logical framework and with the different actors involved and team members
- Report any issues related to partner's activities. Update follow-up tools regularly
- Identify technical gaps and lead in the capacity building plan for partner and MdM team
- Maintain a regular follow-up of funds transfers, procurement, financial and activity reporting of partner
- Maintain partners MoUs and updating drafts for renewal based on developments of the projects.
- Maintain the map of project activities and updating it accordingly
- Participate to project and strategy planning meetings and provide inputs
- Ensure technical support for partners c) Reporting:
- Ensure completeness of monthly data and filled monitool
- Compile monthly spending report and submitting to finance coordinator and general coordinator
- Contribute to donor reporting related to project activities (if any) d) Logistics/Finance/Administration:
- Ensure familiarity with donor compliance issues, ensuring all projects are compliant with donors and MdM procedures
- Monitor expenditure and budget compliance on a regular basis, report any concerns to general coordinator
- Participate in developing appropriate security guidelines, and communicate, adhere and regularly review with the coordination team e) Specific tasks during the preparatory phase:
- Provide leadership, managerial and technical oversight to set up MdM program in Armenia, in collaboration with the authorities and other key stakeholders, which includes but is not limited to: coordination and development of partnerships, project logistics, security, finance and administrations and considering contextual and legal developments
- Proactively monitor the political and security situation and update the General Coordinator and the Admin/Log accordingly
- Prepare situation analyses on Harm Reduction (HIV/HCV) prevention and care in Armenia, to inform and support MdM program and development and update with the latest information about HIV/HCV-related policies, laws and regulations
- Develop formal partnerships with the potential local partners
- Provide needed information in terms of general context, including the distribution of roles among different stakeholders
- Contribute to proposal and project report writings as requested
- Ensure appropriate administrative, financial and logistical MdM systems/procedures are in place and maintained

RequiredQualifications

- Master's degree in project management / social sciences / international politics / public health
- Committed to MdM's values as an organization and motivated by its non-statutory model
- Sound experience in coordinating development projects, minimum 3 years of experience in the health, development and/or another relevant sector
- Ideally, experience in the harm reduction field and/or issues related to community health or HIV/HCV
- Experience of working with multiple stakeholders in civil society and the government at different levels
- Desirably, experience of providing technical support to, and capacity building of community groups
- Experience of reporting, representation and negotiation with partners on development programs
- Strong understanding of the principles of NGO support, particularly around public health promotion
- Demonstrate flexibility, autonomy, patience, team-work and diplomacy
- Good communication skills: information gathering, writing, sharing of information, conducting meetings; thoroughness and good management and organization skills
- Computer skills: Word, Excel, Outlook, Power Point Languages:
- Armenian fluent (read, written, spoken) mandatory
- English fluent (read, written, spoken) mandatory
- Russian an asset
- French an asset
