Responsibilities
- Lead the national agenda for sustainable transition of HIV/AIDS and tuberculosis programs to full state funding through cooperation with other relevant organizations and professionals
- Based on the Transition Readiness Assessment and Transition and Sustainability Plan, as well as any other relevant developments/ documents, develop a detailed roadmap clearly defining intermediary activities, milestones, timeframes, and implementing authorities (responsible individuals, monitoring indicators)
- Coordinate information and processes to ensure continuous focus of the CCM on sustainability and transition priorities, in particular: a) Submit information on progress on the roadmap to the CCM Working Group on Transition and CCM Secretariat on monthly basis b) Present relevant information at CCM meetings and formulate questions for CCM decision making on behalf of and/ or as directed by the CCM Working Group on Transition c) Operatively manage the actions through holding of meetings, workshops, discussions with CCM Secretariat and all the other relevant entities and professionals
- Develop a monitoring and evaluation approach to ensure successful implementation of the Transition and Sustainability Plan, including proactive and early identification of bottlenecks, enablers, technical assistance needs and escalation to decision-makers
- Ensure ongoing monitoring and oversight of progress against the Transition and Sustainability Plan, including reporting
- Act as an expert during the implementation of the following actions carried out in the framework of the Transition and Sustainability Plan: a) The actions highlighted in Transition and Sustainability Plan 4th Item "Ensure adequate funding of National HIV and TB response" b) The actions highlighted in Transition and Sustainability Plan 11th Item "Enhance public procurement system" c) The actions highlighted in Transition and Sustainability Plan 12th Item "Monitoring and Evaluation"
- Provide contextual analysis, gathering available and upcoming programmatic and financial information, and identifying gaps and resource needs (including technical assistance needs) as well as opportunities
- Identify national reforms/ processes/ other opportunities that may help advance transition priorities (i.e. national insurance scheme, PHC reform, etc.) and further coordinate this liaison
- Coordinate with various development partners working on health to leverage each other's contribution as way to increase efficiency and sustainability of the national programs
- Track co-financing requirements undertaken under the donor grant agreements and Transition and Sustainability Plan, including monitoring of country budget execution reports pertaining to allocations earmarked for disease components and health sector
- Where relevant, identify and contribute to disseminating best practices related to advancing transition and sustainability priorities (or vice versa, from Armenia to other countries)
RequiredQualifications
- University degree in Economics with post diploma educational degree
- At least 3 years of work experience in the public health care system or governmental grant recipient entity, preferably in a managerial/ coordinating position
- Excellent knowledge of state legislation and procedures, as well as international mechanisms
- Knowledge of the Global Fund funding mechanisms and guidelines
- Professional communication skills to communicate with all executive levels in both government and private sectors
- Excellent networking and negotiation skills to develop good working relationships within the Ministry of Health and other stakeholders
- Excellent written and verbal communication skills in Armenian, English and Russian languages
- Demonstrable ability to think strategically, organize, plan and prioritize work to achieve results; analytical thinking; commitment to work and high sense of responsibility
- Proficiency in MS Office, excellent skills in Excel
- Flexibility; ability to work independently and under pressure
