Description
The GIZ Country Office Armenia is currently looking for a Procurement Professional, who will be responsible for a) purchasing materials and equipment for the GIZ office and GIZ-assisted projects/ programmes in accordance with GIZ rules and conditions, b) informing projects and programmes on time about the status of procurement and customs matters, particularly in the event of delays, c) coordinating effectively with colleagues in the administrative division and with procurement officers at Head Office, d) settlement of business trip costs, e) complete file keeping in all fields of his/ her responsibilities in accordance with GIZ regulations.

Responsibilities
Purchasing, procurement of materials and appraiser services:
- Procure materials and equipment locally, monitor markets, issue invitations to tender and process orders in accordance with GIZ regulations, if necessary with agreement with GIZ Head Office;
- Enter and maintain data relevant for procurement and tenders in ProSoft;
- Accept goods and ensure that the receipt is documented and goods received and checked appropriately;
- Enter purchase requisitions and confirmation of receipt of goods through 'Beschaffung Online' for procurement through Head Office;
- Process complaints;
- Check goods invoices, goods inwards receipts and other (delivery) papers and payment instruction;
- Arrange for the safe transfer of goods to their destination;
- Notify projects and programmes of delivery location and time;
- Process cases of damage in transport;
- Document and file properly completed orders;
- Draw up appraiser contracts with individuals using the program CoSoft;
- Draw up appraiser contracts with individuals ordered by other GIZ Offices as well as by GIZ Head Office, follow up their implementation.

Procurement of consulting services:
- Procure consulting services locally, monitor markets, issue invitations to tender and processes orders in accordance with GIZ regulations, if necessary in agreement with GIZ Head Office;
- Enter and maintain data relevant for orders and tenders in CoSoft;
- Draw up agreements for financing and local subsidies in accordance with GIZ rules using the software Cosoft;
- Draw up other contracts in frame of combi-financing (e.g. EU Grant Agreements) and follow GIZ regulation but also regulations of respective donor organizations;
- Draw up consulting and financing contracts ordered by other GIZ Offices as well as by GIZ Head Office, follow up their implementation.

Administrative services:
- Settle the business trip costs of GIZ staff and partner experts in frame of study tours.

Other duties/ additional tasks:
- Perform other job-related duties and tasks at the request of management.

RequiredQualifications
- BA in Business Administration;
- At least 3 years of professional experience in a comparable position;
- Excellent knowledge of purchasing;
- Very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office, Outlook);
- Good knowledge of English language, knowledge of German language is an advantage;
- Willingness to upskill as required by the tasks to be performed; corresponding measures are agreed with management.
