Description
The Grants Coordinator is to ensure the management and coordination of Armenia CO awards portfolio, including partnership and sub-awards agreements and ensure that Armenia programme adheres to all its award management obligations, set internally within Save the Children and externally with donors. The position will also function as a key liaison and support point for the programme in relation to financial award management and budget monitoring.
Responsibilities
- Ensure budget-holders are provided with relevant information and training they require for forming an understanding on donor guidelines, compliance issues, SCI award management procedures, and that this forms part of the induction of new staff;
- Ensure that monthly budget vs actual reports are produced with analysis in a timely manner and ensure that budget holders are actively providing feedback on those reports;
- Ensure full compliance with Save the Children International's minimum operating standards for award management;
- Ensure systems that are in place to monitor awards on a monthly basis are working effectively. Liaise closely with the implementing partners, sub-grantees and budget holders to support the analysis of variances;
- Ensure that donor financial reports are prepared accurately and in line with donor reporting requirements;
- Ensure that partner and sub-grantee financial reports are submitted on a timely manner and are reviewed by relevant CO staff for completeness and accuracy;
- Ensure regular monitoring of implementing partners and sub-grants is done, with involvement of relevant responsible from other departments, with monitoring reports produced, including recommending and following up remedial actions where standards are not met;
- Conduct partner and sub-grantee assessments with involvement of relevant responsible from other departments, including production of action plan and follow-up of its implementation;
- Maintain key documentation for each award and ensure that an accurate and efficient filing system is in place;
- Provide input for the development of donor budgets and proposals, as well as periodic internal reports, such as the Year End Report and the Master Budget;
- Ensure Cost Allocation Principles are adequately set and maintained for office operations;
- Provide support to the Senior Manager of Support Services in developing adequate financial procedures during emergency responses, including meeting all relevant responsibilities in the Rules and Principles for Emergency Response. Ensure appropriate and adequate emergency awards procedures are detailed in the Representative Office Emergency Preparedness Plan in order to enable rapid scale up;
- Perform other award management tasks as required.
RequiredQualifications
- Higher education in Business Management, Economics and/ or other relevant degree;
- At least 3 years of experience in the area of awards management, preferably with an INGO, including solid knowledge of donor policies and guidelines (with special emphasis of EU and USAID), and experience in financial monitoring, budgetary systems and controls;
- Proven ability to develop budgets and donor financial reports;
- Ability to plan and organize a substantial workload that includes complex, diverse tasks and responsibilities in both development and emergency contexts;
- Demonstrated credibility with colleagues and stakeholders at all levels of an organization;
- Excellent oral and written communication skills in Armenian and English languages;
- Strong interpersonal and organisational skills;
- Competent level skills in core IT applications, particularly MS Excel;
- Commitment to the values and principles of Save the Children.
