Description
The main objective of the "Design and Implementation of Civil Service Reform" Project is to support the establishment of a transparent, merit based and professional civil service in Armenia. The Young Expert will perform the following tasks:
a) Support to designing the model for civil service selection and recruitment (including a concept paper and a roadmap for the establishment of assessment centre);
b) Support to designing the model for civil service appraisal and promotion;
c) Support to designing the model for civil service training and development. All the tasks will include review of good international practice in the fields, identification of options and design of the model itself;
d) Implement the models of the above elements of civil service;
e) Support the legal drafting process, including legal and sub-legal acts, procedures and etc.;
f) Participate in meetings and discussions;
g) Implementation of activities aimed at reforming the civil service system.
Responsibilities
- With support of the Project Leader (e.g. Deputy Minister) and the YES Armenia Programme Manager, develop a detailed work plan with deliverables and outcomes for the project "Design and Implementation of Civil Service Reform" (hereafter project) implementation;
- Review the project deliverable, outcomes, and schedule with senior management of a ministry/ agency and all relevant stakeholders;
- Establish a communication schedule to update stakeholders;
- Execute the project according to the project plan;
- Develop forms, records, and files to document project activities and information collected;
- Monitor the progress of the project and make adjustments as necessary to ensure the successful completion of the project;
- Write reports on the project for management and other stakeholders;
- Ensure that the project outcomes and deliverables are on time (in line with the work plan) and of the proper quality level;
- Perform other tasks assigned by the supervisor.
RequiredQualifications
- Master's degree in Human Resource Management, Public Administration, Project Management, other related area;
- At least 2 years of work experience in Human Resource Management, Civil Service Reform, Public Administration, Project Management (preferably in civil service field) or other related area;
- Knowledge of project management basics;
- Ability to write reports, develop work plans and other documentation;
- Critical thinking ability and problem solving mindset;
- Effective communication skills, including ability to work with high level officials and presentation skills both oral and in writing;
- Good time management, prioritizing and organizing skills;
- Good researching and drafting skills;
- Good computer skills including spreadsheets, word processing, e-mail and the Internet;
- Good knowledge of Armenian and English languages.
