Programme Description
The German Federal Ministry for Economic Cooperation and Development (BMZ) has commissioned the Savings Banks Foundation for International Cooperation (SBFIC) with the implementation of the regional project "Responsible Finance in the Caucasus and Ukraine" from March 2018 to February 2021. SBFIC supports its main partners, the Central Bank of Armenia (CBA), the Union of Credit Organisations of the Republic of Armenia (UCORA) and the Union of Banks of Armenia (UBA) to achieve the joint overall objective to increase the participation of the relevant target group (disadvantaged population groups, youth and women) in the financial system in Armenia. The above mentioned regional project aims at implementing "Responsible Finance" in the extended Caucasus region and Ukraine, encompassing financial literacy, consumer protection and the responsible provision of financial services
Responsibilities
- Technical tasks:
-Supports the implementation of project activities on banking services/ product development and regulatory advocacy with the project partner institutions in Armenia
-Assists project measures to provide professional advisory services to and cooperate with a broad range of partners
-Assures and monitor a gender-sensitive implementation of the relevant project activities
-Any other responsibility by assignment from the superior
- Advising the partner institution(s):
-Assists and monitors the development and implementation of project plans and activities in close consultation with his/her superior, partners and counterparts;
-Contributes to preparing and implementing the coordination process, joint project activities and work
-Deals with the design, preparation and implementation of workshops, seminars and other events on issues connected with the program's area of activity
-Develops and organizes quality assurance measures and suggests necessary changes, improvements and initiatives
-Complies with rules and regulations subject to the work of SBFIC in Armenia and the South Caucasus
- Networking and cooperation:
-Supports cooperation, regular contact and dialogue with partners, assists with PR work and cooperates with national and local government institutions, civil society, relevant organisations, non-governmental agencies and individuals in the programme environment and with other programmes to improve and maintain good working relationships
-Communicates partners' interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the programme
- Knowledge management
-Ensures knowledge transfer to programme information
-Develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures
-Draws up reports and presentation documents
-Prepares appropriate input for various programme reports including annual reports, and contributes to the other reports required by the superior
-Assists with research activities and studies which benefit the project
- Coordination tasks:
-Assists with general project planning and develops project concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation
-Supports the superior in commission management on behalf of SBFIC (e.g. offer preparation, impact monitoring, programme progress review, reporting in English)
-Assists the regional SBFIC representative as discussed with the superior in the specifically given case
RequiredQualifications
-Master's Degree or higher in the area of Financial Systems Development / banking business related to the programme objective, with a focus on product/ services development and/ or marketing
- Professional experience:
-At least 5 years' professional experience in the technical area of responsible finance and consumer protection
-Proven work record in comparable assignments and projects in Armenia or the South Caucasus
-Proven expertise in the area of financial products/ services development for bank/ non-bank financial institutions
-Proven expertise in the area of regulatory compliance of financial institutions; experience on advocacy in Armenia or other relevant countries is a strong asset
-Experience in organizing trainings and coaching through sector associations
-Knowledge of the Armenian economy (MSME) and its interrelation with the financial system in Armenia
-Experience in conducting social and scientific studies and analyses
-Profound expertise in the management of national and international external experts / consulting companies
-Experience in project management (i.e. planning, monitoring and reporting);
-Experience in the promotion of gender-equalities
- Other knowledge, additional competences:
-Very good working knowledge of ICT technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
-Fluent written and oral knowledge of English and Russian
-Working knowledge of German is a strong asset
-Willingness to develop skills as required by the tasks to be performed-corresponding measures are agreed with management
-Willingness to travel frequently within and beyond Armenia
