Description
In close cooperation with IRI, the Contractor will engage the government of Armenia, including the Office of the Prime Minister, key ministries and the National Assembly Committees to provide consultancy in their policy creation and implementation efforts, including their abilities to communicate the purpose of these efforts to the public. Major areas for intervention include assistance in developing a) the ability of low- and mid-level government and parliamentary committee staff to draft implementing regulations, and to develop better and more transparent internal policies; b) the ability to know and understand public opinion data as it relates to the government's/ parliament's policy goals and to identify key constituencies; the ability to develop visually compelling data-based policy communication materials; c) the ability of high-level government and parliament staff to constructively engage with citizens, and to hear their concerns. The scope will include one-on-one consultations and group seminars on strategic communications that include but are not limited to strategic messaging; image building; public speaking and outreach; messaging and developing talking points; online media and social networking, including informal video production; constituency interaction and engagement; media relations. Another area for seminars is data interpretation and data visualization that includes but is not limited to basic data literacy, crafting messages from public opinion data, working with data crosstabs, using visualization tools for infographics. This list is not exhaustive. Within the listed areas, bidders are encouraged to advance additional subjects in which they have expertise and/ or experience providing training. In order to be considered as having relevant experience, bidders shall demonstrate on their resume experience as a former or current practitioner of the subject matter.
Responsibilities
As a result of a contract, the winning bidder will:
- In consultation with IRI, design the training/ seminar agenda and curriculum in English and/ or Armenian languages; and conduct the training/ seminar;
- Provide a post-event evaluation and debrief on performance of participants and the overall success of the training;
- Revise and adjust training agenda and related training materials (i.e. guidebooks, tools, reading materials, etc.) based on the results of the feedback from IRI and participants.
