Description
The Republic of Armenia Country Coordinating Mechanism for HIV/AIDS, Tuberculosis and Malaria Programs (CCM) is currently looking for an Expert to carry out a research in the framework of Methadone Substitution Treatment Project.
Responsibilities
Job responsibilities include, but are not limited to the following:
- Conduct a study within the Methadone Substitution Treatment Project (hereinafter Project) (starting from 2009) through cooperation with other relevant organizations and professionals;
- Conduct a study among the Project beneficiaries to reveal the ways of HIV/ AIDS infection;
- Study the Project and reveal the HIV/AIDs infection cases, as well as existing challenges;
- Assess the Methadone Substitution Treatment Project efficiency and submit specific proposals for further improvement of the Project;
- Assess the efficiency of the consultation service conducted within the Methadone Substitution Treatment Project;
- Based on the Transition Readiness Assessment and Transition and Sustainability Plan, as well as any other relevant developments/ documents, develop a detailed roadmap clearly defining intermediary activities, milestones, timeframes, and implementing authorities (responsible individuals, monitoring indicators):
a) Submit information on progress on the roadmap to the corresponding CCM Working Group and CCM Secretariat on a monthly basis;
b) Present relevant information at CCM meetings and formulates questions for CCM decision making on behalf of and/ or as directed by the CCM Working Group on Transition;
c) Operatively manage the actions through holding of meetings, workshops, discussions with CCM Secretariat and all the other relevant entities and professionals;
- Develop a monitoring and evaluation approach to ensure successful implementation of the Methadone Substitution Treatment Project, including proactive and early identification of bottlenecks, enablers, technical assistance needs and escalation to decision-makers;
- Provide contextual analysis, gathering available and upcoming programmatic and financial information, and identifying gaps and resource needs (including technical assistance needs) as well as opportunities;
- Develop a progress report on Methadone Substitution Treatment Project and submit to CCM Secretariat and other beneficiaries;
- Study the funding for the state-guaranteed free medical care and service for detoxification treatment (provision of relevant amount, costs, quantities used, etc.);
- Where relevant, identify and contribute to disseminating best practices related to advancing transition and sustainability priorities (or vice versa, from Armenia to other countries).
RequiredQualifications
- University degree in Law, Human Rights, Medicine or Public Health with post diploma educational degree;
- At least 3 years of work experience in the public health care system with close cooperation with penitentiary institutions and other relevant entities, preferably in an expert/ coordinating position;
- Excellent knowledge of state legislation and procedures, as well as international mechanisms;
- Knowledge of the Global Fund funding mechanisms and guidelines;
- Professional communication skills to communicate with all executive levels in both government and private sectors;
- Excellent networking and negotiation skills to develop good working relationships within the Ministry of Health and other stakeholders;
- Excellent written and verbal communication skills in Armenian, English and Russian languages;
- Demonstrable ability to think strategically, organize, plan and prioritize work to achieve results; analytical thinking; commitment to work and high sense of responsibility;
- Proficiency in MS Office, excellent skills in Excel;
- Flexibility; ability to work independently and under pressure.
