Description
AGBU Armenia is looking for a highly qualified and motivated specialist for the position of Programme Officer for its Bridge4CSOs project. In accordance with the established policies and procedures of AGBU and in compliance with the EU guidelines, the Programme Officer is responsible for the programme content of Bridge4CSOs project. These include but are not limited to supporting project team and EPF during the development and delivery of tailor-made trainings, utilizing AGBU and Diaspora networks to recruit pro-bono consultants for Armenian CSOs, contribution to the content of the university certificate programme to ensure its quality, sustainability and national reach, supporting grants manager in design of grant schemes and recruitment of grantees, providing professional advice and counseling to Bridge4CSOs grantees for effective implementation of their projects, identification and recruitment of Good Will Ambassadors and Armenian CSOs to work with them, support development of "Togherther4Armenian" online platform, including identification of interested organizations and projects to register on the platform. Other program related duties include supporting outreach efforts of the project, identification and due diligence of beneficiaries, contribution to AGBU strategic efforts to shape an enabling CSO environment in Armenia. Programme Officer reports to Bridge4CSOs' Team Leader.

Responsibilities
- Identify and engage Diaspora professionals as pro-bono experts and mentors for Armenian CSOs;
- Provide direct technical assistance and capacity building to sub-grantees;
- Support identification and engagement of trainers and consultants for the project;
- Contribute to maintenance and promotion of an online platform for matching professional expertise with identified needs of CSOs;
- Oversee the development, promotion and institutionalization of university based CSO Management Certificate Programme;
- In collaboration with the Team Leader and Grants Manager, develop strategy and selection criteria for all sub-grants to local CSOs;
- Provide expertise, mentor and coach sub-grantees in program outcome areas;
- Coordinate the work of mentors of each sub-grantee to ensure grantee organizations receive necessary professional support for smooth implementation of their projects;
- Support identification and engagement of good will ambassadors for CSOs; match them with local CSOs to improve their visibility and public trust;
- Support the Team Leader in ensuring that all interventions clearly address areas of need of Armenian CSOs;
- Identify capacity gaps in pre-existing CSO alliances, informal groups, urban and rural CSOs and respond to those needs through programme tools;
- Perform programme-related tasks assigned by the Team Leader.

RequiredQualifications
- Advanced degree in International Relations, Public Administration, Development Studies, Social Sciences, or another relevant international development field;
- Demonstrated knowledge, experience and understanding of civil society context in Armenia;
- Proven ability to collaborate and form alliances both within civil society and between civil society and the private sector, professional associations and government at local and national levels;
- At least 3 years of experience in civil society development, civic engagement, education, network and coalition building, capacity building of civil society organisations;
- Experience of working with Diaspora networks and organisations;
- Experience building the capacity of non-profit organisations and knowledge of capacity development methodologies/ tools;
- Experience in supporting CSOs, including capacity building and understanding the characteristics of CSOs, and the challenges they face in having their voices heard;
- Experience with European Union funded projects is an advantage;
- Excellent oral and written communication skills in Armenian and English languages; knowledge of Russian language will be an advantage;
- Team player and initiative taker;
- Demonstrated ability to manage multiple priorities, deadlines and tasks efficiently;
- Willingness and ability to travel to field locations outside of Yerevan (up to 30 percent of work time);
- Advanced knowledge of Microsoft Office.
