Description
The Program Officer (PO) will be responsible for day-to-day implementation of the "Youth Up 4 Change: Better Skills for Successful Transition" regional program in Armenia under the overall leadership of the Regional Program Manager. The PO will be responsible for organization and coordination of programmatic activities to ensure quality and timely implementation, compliance and reporting according to donor and SC quality standards, liaison with national stakeholders and line ministries. The PO's role will be to support the Regional Program Manager in ensuring achievement of Program objectives, monitoring of activities on the ground and provision of technical support to communities and stakeholders involved.

Responsibilities
- In agreement with the Regional Program Manager, provide leadership, guidance and support to the Program and partner staff, to ensure the Program is implemented effectively with high impact according to agreement with donor and state-of-the-art technical quality standards;
- Support preparation, review, and regular revision of detailed implementation plans at the national level;
- Hold regular coordination sessions with the Regional Program Manager;
- Ensure Program monitoring and evaluation in line with donor requirements, grant obligations and SC policies and procedures;
- Responsible for coordination of program implementation and assume delegated responsibility for field delivery of high quality programming. Ensure that the Program progresses in accordance with funding agreements, and are completed on time and within budget;
- Support preparation of timely and high quality progress and final reports;
- Support productive partnerships, especially with Government colleagues, grantees/ implementing partners, other international organizations and UN agencies, beneficiaries, media, etc.;
- Support staff and partners to engage Program participants/ beneficiaries in effective advocacy and communication to ensure wide knowledge of Program goals and objectives;
- Ensure accountability to beneficiaries, state and other stakeholders, promote meaningful child participation in the Program and support systems for complaints handling and feedback mechanisms;
- Collaborate with MEAL team on establishing of quality benchmarks for the Program and ensure improving of programming based on MEAL data;
- Communicate program learning (through document sharing, presentations, etc.) internally to provide guidance and technical input on strategic directions and programme design, and externally with key stakeholders (NGOs, government partners, working groups, donors, etc.);
- Ensure that Program staff and partners are providing all beneficiaries of the Program with ongoing, age-appropriate verbal or written information in relevant languages about Save the Children's Child Safeguarding Policy and Code of Conduct. Ensure Program implementation is in line with SCI safe programming principles;
- Participate in humanitarian preparedness planning and response activities as per preparedness plan and in line with Organization's dual mandate;
- Initiate and oversee procurement of goods and services, relevant contracting;
- Perform other job-related duties assigned by the supervisor.

RequiredQualifications
- At least Bachelor's degree in Education, Social Sciences or other relevant area;
- At least 4 years of work experience in Program coordination /Program cycle management with an international or local NGO;
- Experience in the field of youth engagement, employment and/ or skills building is a plus;
- Experience in successfully establishing and managing collaborative relationships and partnerships with state and non-state counterparts;
- Understanding of and commitment to SCI aims, values and principles including rights-based approaches;
- Knowledge of and experience in effective financial and budgetary control;
- Excellent interpersonal, communication and presentation skills;
- Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for stakeholders;
- Flexible, responsive, deadline and results-oriented person willing to perform other job-related duties, travel nationally and work irregular hours;
- Proficiency in the use of MS Office (MS Word, Excel, Power Point and Microsoft Outlook);
- Fluency in written and spoken Armenian and English languages;
- Good writing and presentation skills in Armenian and English languages;
- Good command of Russian language is an asset.
